Recalls that SMEs have a huge potential for job creation, growth and innovation; takes the view that in order to derive maximum benefit from the economic and innovative potential of SMEs in the context of procurement procedures, SMEs should be encouraged to participate in public procurement procedures organised by local and regional authorities; believes it is desirable for tender procedures to be optimised with a view to the participation of SMEs on an equal opportunities basis, especially at the selection phase, which has proved to be marked by the greatest obstacles to their participation in public tenders, and calls therefore for additional measures to be introduced in order to foster SME participation in public procurement;
