IN-CONTEXT TRANSLATIONS

Following the conclusions of the European Council of 27 and 28 June 2013, the European Investment Bank (EIB) and the European Commission carried out an ex-ante assessment aimed at defining the market failure for financial services and available financial instruments for SMEs currently existing at a pan-European level (the ‘Ex-Ante Assessment’), in the context of a joint European effort to revitalise the blocked credit channel to SMEs, stimulate economic growth and counter fragmentation of the internal market regarding SMEs access to credit (the ‘SME Initiative’);
À la suite des conclusions du Conseil européen des 27 et 28 juin 2013, la Banque européenne d'investissement (BEI) et la Commission européenne ont procédé à une évaluation ex ante visant à mesurer les défaillances actuelles du marché en ce qui concerne l'offre de services financiers et d'instruments financiers aux PME au niveau paneuropéen (ci-après l'«évaluation ex ante»), dans le cadre d'un effort européen conjoint pour débloquer les vannes du crédit aux PME, stimuler la croissance économique et lutter contre la fragmentation du marché intérieur en ce qui concerne l'accès des PME au crédit (ci-après l'«initiative PME»).

The IMI2 Joint Undertaking should seek to foster the capacity of smaller actors such as research organisations, universities and SMEs for participating in open innovation models and to promote the involvement of SMEs in its activities, in line with its objectives.
L’entreprise commune IMI2 devrait avoir pour but de développer la capacité des petits acteurs, tels que les organismes de recherche, les universités et les PME, à participer à des modèles d’innovation ouverts et d’encourager la participation des PME à ses activités, conformément à ses objectifs.

In this context, the Commission directly supports SMEs to protect their intellectual assets in key foreign markets with the SME IPR Helpdesks and user-friendly internet-based tools, like the joint EU and US TransAtlantic IPR Portal.
Dans ce cadre, la Commission aide directement les PME à protéger leur capital intellectuel sur les principaux marchés étrangers grâce aux bureaux d’assistance DPI pour les PME et à des outils internet conviviaux, comme le portail transatlantique sur les DPI, qui est l’œuvre commune de l’UE et des États-Unis.

Wishing to have a coherent approach at European level in the field of R D performing SMEs and to act effectively, several Member States have taken the initiative within the framework of Eureka to set up a joint research and development programme entitled ‘Eurostars’ (hereinafter referred to as the Eurostars Joint Programme) for the benefit of R D performing SMEs, in order to obtain a critical mass in terms of management and financial resources and the combination of additional expertise and resources available in various countries across Europe.
Désireux de suivre une approche cohérente, au niveau européen, dans le domaine des PME qui exercent des activités de R D et d’agir efficacement, plusieurs États membres ont pris l’initiative, dans le cadre d’Eureka, d’instituer un programme commun de recherche et développement intitulé «Eurostars» (ci-après dénommé «le programme commun Eurostars») en faveur des PME actives dans la R D, afin de parvenir à une masse critique en termes de gestion et de ressources financières et de combiner d’autres compétences et ressources disponibles dans différents pays d’Europe.

2. An interim evaluation of the Eurostars Joint Programme shall be carried out by the Commission two years after the start of the Eurostars Joint Programme and shall cover progress towards the objectives set out in Annex I. The evaluation shall also include recommendations on the most appropriate ways to further enhance scientific, management and financial integration and assess the ability, of R D performing SMEs in particular, to access the Eurostars Joint Programme and the quality and efficiency of its implementation.
2. Deux ans après le début du programme, la Commission procède à une évaluation intermédiaire du programme commun Eurostars et cette évaluation apprécie les progrès accomplis par rapport aux objectifs figurant à l’annexe I. Elle formule également des recommandations sur les meilleurs moyens de renforcer encore l’intégration scientifique, administrative et financière, et apprécie la capacité des PME actives dans la R D, notamment, à accéder au programme commun Eurostars ainsi que la qualité et l’efficacité de la mise en œuvre dudit programme.

The Eurostars Joint Programme aims to support R D performing SMEs by providing the necessary legal and organisational framework for large-scale European cooperation between Member States in applied research and innovation, in any technological or industrial field, for the benefit of these SMEs.
Le programme commun Eurostars vise à soutenir les PME actives dans la R D en fournissant le cadre juridique et organisationnel nécessaire à une coopération européenne à grande échelle, entre États membres, concernant la recherche appliquée et l’innovation dans tout domaine technologique ou industriel, au profit de ces PME.

Each enterprise must be independent - i.e. 25 % of the capital or the voting rights may not be owned by one enterprise, or jointly by several enterprises, falling outside the definition of an SME or a small enterprise.
