This Initiative has served as model for thematic Smart Specialisation platforms, under which 100 regions with matching assets can develop project pipelines, share research infrastructure (testing facilities, data centres or Fab-Labs) and benefit from the expertise of Commission experts.

Calls for more coordinated public investment by the Member States and local and regional authorities, and also calls for a more stable, economic and regulatory environment in the EU in order to make it more attractive for private investment, since without this it will be impossible to reach the target of raising industry’s contribution to GDP to as much as 20 % by 2020; underlines the importance of concentrating EU investments on innovative sectors and thematic priorities, such as research and innovation, support for SMEs and the low-carbon economy, in order to maximise the impact of investments on sustainable economic growth and job creation; strongly supports the approach to RI which aims at reducing the innovation gap within the Union by enabling less advanced regions to adopt, enhance and adapt the innovative solutions developed in the leading regions; calls also for further clarification and swift implementation of the Smart Specialisation concept, which has the potential to boost the sustainable growth of the EU’s regions;

In order to be able to draw on the European Regional Development Fund (ERDF) in support of thematic objective no 1, regions are required to focus their investment in RDI via ‘smart specialisation strategies’.
Pour prétendre à l'avenir aux financements du FEDER pour l'objectif thématique n° 1, les régions doivent affecter leurs investissements en RDI sur la base des "stratégies de spécialisation intelligente" (S3).

In the absence of a national or research and innovation strategy for smart specialisation or if, by the date for approval of operational programmes, no action plan is in place to ensure the implementation of a strategy up to 2016, no ERDF funding will be made available for the thematic objective of RDI.

A strategy for smart specialisation is required as a pre-condition for the use of the European Regional Development Fund under the thematic objective of strengthening research, technological development and innovation, especially in SMEs, which covers most of the investment priorities proposed as priority action lines in this Communication.
Une stratégie de spécialisation intelligente doit obligatoirement précéder toute intervention du Fonds européen de développement régional ayant pour objectif thématique le renforcement de la recherche, du développement technologique et de l’innovation (notamment dans les PME), objectif dont relèvent la plupart des priorités d’investissement proposées sous forme de lignes d’action prioritaires dans la présente communication.
