Following the general approach reached in the June Justice Council among Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Italy, Latvia, Lithuania, Luxembourg, Portugal, Romania, Slovakia, Spain and Slovenia, the European Parliament gave its consent today, so that the Regulation can finally be adopted in the Justice Council on 12 October.

Following the general approach reached in the Council today among Austria, Belgium, Bulgaria, Croatia, Cyprus, Czech Republic, Estonia, Finland, France, Germany, Greece, Italy, Latvia, Lithuania, Luxembourg, Portugal, Romania, Slovakia, Spain and Slovenia, the European Parliament will have to give its consent, before the Regulation can finally be adopted.

Firstly, it is generally known that Slovakia has fully met the Maastricht macro-economic criteria, which is proof of Slovakia’s formal readiness to adopt the euro.

Reminds the Slovak Government of the European Parliament's request to continue to undertake decisive action to overcome the problems of the Roma minorities, in particular with regard to the elimination of possible discriminatory practices of state institutions and public authorities (public administration, police forces, judiciary, schools); welcomes the extensive information regarding Slovakia's policy towards the Roma; nevertheless reminds the Slovak Government that there remains a certain gap between policy formulation and implementation on the ground; thus reiterates its request to receive a political commitment from Slovakia in this area before the end of the accession negotiations which clarifies how Slovakia plans to resolve the problems of the Roma before the end of this decade; in this context recommends that Slovakia adopt general anti-discrimination legislation transposing the EC anti-discrimination acquis;
114. rappelle au nouveau gouvernement slovaque la demande du Parlement de continuer d'entreprendre des mesures décisives pour surmonter les problèmes des minorités roms, en particulier dans le domaine de l'élimination des pratiques discriminatoires possibles de la part des institutions et des pouvoirs publics (administration, forces de police, tribunaux, écoles); se félicite des nombreuses informations concernant la politique de la Slovaquie à l'égard des Roms; néanmoins, rappelle au nouveau gouvernement slovaque qu'il reste un certain hiatus entre la formulation des politiques et la mise en œuvre sur le terrain; réaffirme sa demande de recevoir de la part de la Slovaquie, avant la fin des négociations d'adhésion, un engagement politique dans ce domaine, qui précise comment la Slovaquie compte résoudre les problèmes des Roms avant la fin de cette décennie; dans ce contexte, recommande que la Slovaquie adopte une législation générale anti-discrimination transposant l'acquis communautaire contre les discriminations;

In the case of the Czech Republic (Doc. 5631/02), Slovakia (Doc. 5669/02), Latvia (Doc. 5925/02) and Estonia (Doc. 5927/02), the Council agreed for the relevant Association Councils to adopt, by means of the written procedure, decisions on the general terms and conditions for the participation of these countries in Community programmes.
En ce qui concerne la République tchèque (doc. 5631/02), la Slovaquie (doc. 5669/02), la Lettonie (doc. 5925/02) et l'Estonie (doc. 5927/02), le Conseil est convenu que les Conseils d'association correspondants adopteront, par procédure écrite, les décisions concernant les conditions et modalités générales de participation de ces pays aux programmes communautaires.

9. Takes note of the adoption of the law on Hungarians living in neighbouring countries, as well as of the concerns expressed about it by the Governments of Romania and Slovakia; calls on the Commission to present an evaluation of this type of law in general with regard to its compatibility with the acquis, as well as with the spirit of good neighbourhood and cooperation among Member States;
9. prend acte de l'adoption de la loi sur les ressortissants hongrois vivant dans les pays voisins ainsi que des inquiétudes exprimées par les gouvernements roumain et slovaque concernant cette loi; demande à la Commission d'évaluer ce type de législation en général sous l'angle de sa compatibilité avec l'acquis communautaire et de l'esprit de bon voisinage et de coopération entre les États membres;

The Council adopted conclusions (see Annex) formulating general policy orientations on the main agenda items of the 4th Conference of the Parties (CoP) to the Convention on Biological Diversity (CBD) to be held in Bratislava, 4-15 May 1998 and on the round-table which the Government of Slovakia is convening on 4-5 May on Biological Diversity.
