May Article 34 TFEU be interpreted as meaning that its scope covers nondiscriminatory legislation of a Member State which, by a single measure and with no transitional period, introduces a five-fold increase in the previous amount of direct tax, known as gambling tax, to be paid on slot machines operated in amusement arcades and, in addition introduces a tax on gambling at a percentage rate, in such a way that it restricts the importation of slot machines into Hungary from elsewhere in the European Union?
L’article 34 TFUE peut-il être interprété en ce sens qu’il inclut dans son champ d’application une réglementation non discriminatoire d’un État membre qui, par un seul acte et sans prévoir de temps d’adaptation, quintuple le montant antérieur de la contribution directe, appelée taxe sur les jeux, frappant les machines à sous exploitées dans les salles de jeu et qui, en outre, institue une taxe sur les jeux proportionnelle sous la forme d’un pourcentage, restreignant ainsi l’importation en Hongrie de machines à sous provenant de l’Union européenne?
