Stresses that Parliament has repeatedly called upon the Council to react to worrying developments in Hungary; urges the Council of the European Union and the European Council, as soon as possible, to hold a discussion and adopt conclusions on the situation in Hungary; believes that by not considering or responding adequately to Parliament’s concerns repeatedly expressed by the majority of its Members, the Council and the Commission undermine the principle of mutual sincere cooperation between the institutions laid down in Article 13(2) TEU;
4. souligne que le Parlement a appelé à plusieurs reprises le Conseil à réagir à l'évolution inquiétante de la situation en Hongrie; prie le Conseil de l'Union européenne et le Conseil européen d'organiser un débat et d'adopter des conclusions sur la situation en Hongrie aussitôt que possible; estime que le Conseil et la Commission, en omettant de tenir compte ou de répondre de manière appropriée aux préoccupations exprimées à plusieurs reprises par la majorité des députés, portent atteinte au principe de coopération loyale entre les institutions, prévu à l'article 13, paragraphe 2, du traité UE;

6. Notes that these developments have led to concerns regarding the principles of the rule of law, democracy and fundamental rights in Hungary over the past years, which, taken together, could represent an emerging systemic threat to the rule of law in this Member State; is of the opinion, contrary to the statement made by the Commission before Parliament on 2 December 2015, that the conditions for the activation of the rule of law framework and Article 7(1) are fully met; believes that Hungary presents a test for the EU to prove its capacity and willingness to react to threats to and breaches of its own founding values by a Member State; notes with concern that developments in some other Member States show worrying signs of an undermining of the rule of law similar to that in Hungary; regrets that the Commission’s continued lack of political willingness to address properly the situation in Hungary is creating a precedent with regard to other Member States that are adopting similar worrying trends concerning respect for the rule of law; believes that this raises serious concerns as to the ability of the Union to ensure continuing respect for the political Copenhagen criteria once a Member State has acceded to the Union;
6. relève que ces événements ont suscité des inquiétudes au sujet des principes de l'état de droit, de la démocratie et des droits fondamentaux en Hongrie au cours des dernières années, qui, au total, pourraient constituer l'émergence d'une menace systémique pour l'état de droit dans cet État membre; estime que, contrairement à la déclaration faite par la Commission devant le Parlement le 2 décembre 2015, les conditions pour l'activation du cadre de l'état de droit et pour l'application de l'article 7, paragraphe 1, sont pleinement réunies; estime que la Hongrie permet de tester la capacité et la volonté de l'Union de réagir aux menaces et aux violations de ses propres valeurs fondamentales par un État membre; note avec inquiétude que certaines évolutions dans d'autres États membres montrent des tendances similaires au non-respect de l'état de droit observé en Hongrie; déplore que le manque de volonté politique persistant de la Commission à remédier comme il se doit à la situation en Hongrie crée un précédent pour d'autres États membres qui affichent de telles tendances préoccupantes en matière de respect de l'état de droit; estime que cela soulève de sérieuses questions quant à la capacité de l'Union d'assurer le respect continu des critères politiques de Copenhague après l'adhésion d'un État membre à l'Union;

On this occasion he greeted Austria's and Germany's generous gesture to welcome refugees, due to the emergency situation in Hungary.
À cette occasion, il a salué la généreuse décision de l'Autriche et de l'Allemagne d'accueillir des réfugiés, eu égard à la situation d'urgence que connaît la Hongrie.

I. whereas, in its statement presented at the plenary debate held in the European Parliament on 19 May 2015 on the situation in Hungary, the Presidency of the Council of the European Union declared that the Council had not discussed the situation in Hungary and therefore not adopted any formal position on that matter;

9. déplore l'absence de réaction du Conseil face aux derniers événements en Hongrie et dénonce le manque de détermination des États membres pour garantir le respect de l'état de droit, tel que le prévoyaient les conclusions du Conseil de l'Union européenne du 16 décembre 2014; prie le Conseil de l'Union européenne et le Conseil européen d'organiser un débat et d'adopter des conclusions sur la situation en Hongrie;

Hungary now has one month to notify the Commission of measures taken to remedy the situation.
La Hongrie a désormais un mois pour notifier à la Commission les mesures prises pour remédier à cette situation.

Given that the Council Decisions on relocation were adopted in response to an emergency situation and in view of the repeated calls to the three Member States, the authorities of the Czech Republic, Hungary and Poland now have one month to respond to the arguments put forward by the Commission, instead of the customary two-month deadline.
