I would surmise — I have not gotten an answer, and perhaps the leaders could tell us this — that the side opposite would probably not agree to come to a conclusion at a given time for the purpose of making a decision on the issue at hand and has put the government, this side of the house, in a situation where they have to bring forward the motion that we're discussing.
