In order to supplement or amend certain non-essential elements of this Regulation, the power to adopt acts in accordance with Article 290 of the TFEU should be delegated to the Commission in respect of the establishment of production processes for obtaining aromatised wine products; criteria for the demarcation of geographical areas and rules, restrictions and derogations related to production in such areas; the conditions under which a product specification may include additional requirements; the determination of the cases in which a single producer may apply for the protection of a geographical indication and the restrictions governing the type of applicant that may apply for such protection; the establishment of the conditions to be complied with in respect of an application for the protection of a geographical indication, scrutiny by the Commission, the objection procedure and procedures for amendment and cancellation of geographical indications; the establishment of the conditions applicable to trans-border applications; the setting of the date for the submission of an application or a request, the date from which the protection applies and the date on which an amendment to a protection applies; the establishment of the conditions relating to amendments to product specifications, including the conditions when an amendment is considered minor and the conditions relating to the applications for, and approval of, amendments, which do not involve any change to the single document; the restrictions regarding the protected name; the nature and type of information to be notified in the exchange of information between Member States and the Commission, the methods of notification, the rules related to the access rights to information or information systems made available and the modalities of publication of the information.
Afin de compléter ou de modifier certains éléments non essentiels du présent règlement, il convient de déléguer à la Commission le pouvoir d’adopter des actes conformément à l’article 290 du traité sur le fonctionnement de l’Union européenne en ce qui concerne l’établissement des processus de production pour obtenir des produits vinicoles aromatisés; les critères de la délimitation des zones géographiques et les règles, restrictions et dérogations concernant la production dans lesdites zones; les conditions dans lesquelles le cahier des charges d’un produit peut inclure des exigences supplémentaires; la détermination des cas dans lesquels un producteur isolé peut solliciter la protection d’une indication géographique et les restrictions applicables au type de demandeur qui peut solliciter ladite protection; l’établissement des conditions à respecter dans le cadre d’une demande de protection d’une indication géographique, l’examen par la Commission, la procédure d’opposition et les procédures de modification et d’annulation des indications géographiques; l’établissement des conditions applicables aux demandes transfrontalières; la fixation de la date de présentation d’une candidature ou d’une demande, la date à partir de laquelle la protection s’applique et la date à laquelle la modification d’une protection s’applique; l’établissement des conditions dans lesquelles une modification est considérée comme mineure, et les conditions à respecter concernant la demande et l’approbation d’une modification lorsque cette modification n’implique aucun changement au document unique; les restrictions relatives à la dénomination protégée; la nature et le type d’informations à notifier dans le cadre de l’échange d’informations entre les États membres et la Commission, les méthodes de notification, les règles relatives au droit d’accès à l’information ou aux systèmes d’information mis à disposition et les modalités de publication des informations.

As regards intelligent transport systems, TEN-T policy has helped in particular to prepare Galileo and the Single European Sky Air Traffic Management Research (SESAR) ( major European projects which, once operational, are expected to make the use of transport infrastructure far more efficient. In road, rail and air transport, as in Vessel Traffic Management and River Information Services, ITS projects have been developed in a flexible way, on the basis of characteristics set out in the TEN-T Guidelines. This conceptual approach makes it possible to incorporate technological developments, market needs and cooperation initiatives between partners from different Member States and, combined with the 50% funding possibility for project preparation, has had a significant impact on the development of cross-border projects which might not have existed otherwise. This kind of flexible approach to project development, based on pre-established objectives and criteria, should also be lend itself to achieving other transport policy objectives – the provision of efficient (both economically and environmentally), safe, secure and high quality transport services.
En ce qui concerne les systèmes de transport intelligents, la politique du RTE-T a contribué en particulier à préparer les projets Galileo et SESAR (programme de recherche sur la gestion du trafic aérien dans le ciel unique européen), initiatives européennes majeures qui devraient, lorsqu'elles seront opérationnelles, rendre l'utilisation des infrastructures de transport beaucoup plus efficace. En ce qui concerne le transport routier, ferroviaire et aérien, par exemple la gestion du trafic maritime (VTM) et les services d’information fluviale (SIF), des projets en matière de systèmes de transport intelligents ont été élaborés de façon flexible, sur la base des caractéristiques définies par les orientations relatives au RTE-T. Cette approche théorique permet d’incorporer les évolutions technologiques, les besoins du marché et les initiatives de coopération entre partenaires issus de différents États membres; alliée à la possibilité de contribution à hauteur de 50 % pour la préparation des projets, elle a eu une incidence notable sur le développement de projets transfrontaliers, qui sinon n’auraient peut-être pas existé. Les méthodes flexibles de mise en œuvre de projets de ce type, fondées sur des objectifs et critères préétablis, devraient aussi se prêter à la réalisation d'autres objectifs de la politique de transport, à savoir la fourniture de services de transport efficaces (du point de vue économique comme environnemental), sûrs, fiables et de grande qualité.

Without prejudice to the notifications and information required under Article 16, Member States shall ensure, where the plants, plant products or other objects concerned come from another Member State, that the single authority of the receiving Member State informs immediately the single authority of that Member State and the Commission of the findings and of the official measures which it intends to take or has taken.
