5. Suggests in this context that the Commission, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, focus on the fight against illicit trade in cultural artefacts, specifically as regards items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011; calls on the Commission to devise a coordinated approach for combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, UNIDROIT (International Institute for the Unification of Private Law), the WCO (World Customs Organisation), ICOMOS (International Council on Monuments and Sites) and ICCROM (International Centre for the Study of the Preservation and Restoration of Cultural Property);
5. suggère, dans ce contexte, que conformément au paragraphe 17 de la résolution 2199 du Conseil de sécurité des Nations unies du 12 février 2015, la Commission se concentre sur la lutte contre le commerce illégal des biens culturels, notamment en ce qui concerne les pièces du patrimoine culturel sorties illégalement d'Iraq depuis le 6 août 1990 et de Syrie depuis le 15 mars 2011; invite la Commission à définir une stratégie coordonnée de lutte contre ce commerce illicite en collaboration avec les responsables nationaux des services d'enquête et en étroite collaboration avec l'Unesco et d'autres organisations internationales comme le Conseil international des musées (ICOM), le comité international du bouclier bleu de l'ICOM (ICBS), Europol, Interpol, l'Institut international pour l'unification du droit privé (Unidroit), l'Organisation mondiale des douanes (OMD), le Conseil international des monuments et des sites (Icomos) et le Centre international d'études pour la conservation et la restauration des biens culturels (ICCROM);

Suggests, in this context, that the Commission envisage creating, in line with paragraph 17 of UN Security Council Resolution 2199 of 12 February 2015, a cross-cutting department which would be in charge of the prevention of and the fight against illicit trade in cultural artefacts, with a unit dedicated specifically to items of cultural heritage illegally removed from Iraq since 6 August 1990 and from Syria since 15 March 2011 – this department should devise a coordinated approach to combating that illegal trade, working together with those responsible at national level in the investigation services and in close cooperation with UNESCO and other international organisations such as ICOM (International Council of Museums), the ICOM’s International Committee of the Blue Shield (ICBS), Europol, Interpol, Unidroit (International Institute for the Unification of Private Law) and the WCO (World Customs Organisation);

The index for August is estimated at 76.4 which represents an increase of 2.0% over the August 1985 figure.
