(28) The establishment of a Flag State Memorandum of understanding under the conditions referred to in IMO Resolutions A.973(24) and A.974(24) with a view to increasing flag State synergies should be promoted by the Commission and should provide incentives to register vessels in the registers of Member States . If third countries were allowed, subject to guarantees regarding the necessary quality and survey systems, to conclude agreements with the Community enabling them to benefit from the good reputation of Community standards and from simpler administrative formalities, this could help, at a time when national registers and maritime administrations are engaged in global competition, to raise the overall degree of compliance with the IMO Conventions and eliminate international dumping .
(28) La Commission, aux conditions énoncées dans les résolutions A.973(24) et A.974(24) de l'OMI devrait favoriser l'établissement d'un mémorandum sur le contrôle par l'État du pavillon afin de développer des synergies entre les États du pavillon et devrait prévoir des mesures incitant à inscrire les navires dans les registres des États membres: la possibilité, pour les États tiers qui garantissent un système adéquat de qualité et de contrôle, de conclure des accords avec la Communauté européenne, afin de bénéficier du prestige des normes communautaires et de jouir des facilités accordées au niveau administratif, peut conduire, dans un climat de concurrence mondiale entre registres nationaux et autorités maritimes, à faire davantage respecter les conventions de l'OMI et à maîtriser le dumping international .

Yet, the overall impression is that the FCD is functioning well and has come at the right moment. By removing the administrative burdens and legal formalities that previously hampered collateral procedures the FCD has made the taking of financial collateral and the enforcement of collateral obligations simpler and more efficient.

She drew attention to the abolition of the "single administrative document" and of all customs formalities and checks at internal frontiers as something which, among other things, would allow SMEs to benefit fully from the internal market. The only requirement on firms was to submit, together with their regular VAT return, a periodic declaration giving the total amount of their sales to customers in other Member States.
