Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. Definition: Arises as a delayed or protracted response to a stressful event or situation (of either brief or long duration) of an exceptionally threatening or catastrophic nature, which is likely to cause pervasive distress in almost anyone. Predisposing factors, such as personality traits (e.g. compulsive, asthenic) or previous history of neurotic illness, may lower the threshold for the development of the syndrome or aggravate its course, but they are neither necessary nor sufficient to explain its occurrence. Typical features include episodes of repeated reliving of the trauma in intrusive memories ( flashbacks ), dreams or nightmares, occurring against the persisting background of a sense of numbness and emotional blunting, detachment from other people, unresponsiveness to surroundings, anhedonia, and avoidance of activities and situations reminiscent of the trauma. There is usually a state of autonomic hyperarousal with hypervigilance, an enhanced startle reaction, and insomnia. Anxiety and depression are commonly associated with the above symptoms and signs, and suicidal ideation is not infrequent. The onset follows the trauma with a latency period that may range from a few weeks to months. The course is fluctuating but recovery can be expected in the majority of cases. Definition: A transient disorder that develops in an individual without any other apparent mental disorder in response to exceptional physical and mental stress and that usually subsides within hours or days. Individual vulnerability and coping capacity play a role in the occurrence and severity of acute stress reactions. The symptoms show a typically mixed and changing picture and include an initial state of daze with some constriction of the field of consciousness and narrowing of attention, inability to comprehend stimuli, and disorientation. Three contracts have already been signed: Zambia and Rwanda – which I signed personally – as well as Mali. The others will be finalised in the next few weeks.

I believe that President-in-Office Schwarzenberg and his delegation, and also Commissioner Ferrero-Waldner, with the help of other national delegations, have done more in this regard than any other party, for which I wish to thank them sincerely – I have seen no sign of the United States, hardly any sign of the UN and no sign of the other members of the Quartet.

– (FR) Mr President, we are dealing with a text which, from a technical and legal point of view, is of great practical importance, because it is actually about preserving the possibilities for recourse for candidates for public contracts by establishing a period suspending the awarding of the contract, in other words a period between the contract being awarded and the contract being signed, in order to enable unsuccessful candidates to lodge an appeal, in the knowledge that it is much better to try to object to a contract being signed than to win damages once the contract had been signed. This proposal also establishes effective measures for combating the illegal direct awarding of contracts.
- Monsieur le Président, nous avons là affaire à un texte qui, sous un aspect technique et juridique, revêt une grande importance pratique, puisqu’il s’agit en fait de préserver les possibilités de recours des candidats à l’obtention d’un marché public en instaurant un délai suspendant l’attribution du marché - soit un délai entre l’attribution du marché et la signature du contrat -, de manière à permettre aux candidats malheureux d’introduire un recours, sachant qu’il est beaucoup plus utile de tenter de remettre en cause la signature d’un marché que d’obtenir des dommages et intérêts une fois ledit marché signé. D’autre part, cette proposition prévoit des mesures efficaces pour lutter contre la passation illégale de marchés de gré à gré.

With regard to other considerations that have been expressed here on the United States’ lamentable tendency to act unilaterally in many areas, not only in these matters of trade policy but also in other matters of general policy, the Presidency can only agree with many of the positions expressed here. I therefore believe that the forthcoming EU-US Summit to be held in Washington on 2 May will be a good opportunity for the Presidency of the Council and the Presidency of the Commission to remind the United States’ President that the spirit of the Transatlantic Declaration, which, as has been mentioned, was signed in 1995, binds the parties to maintain a spirit of cooperation, to seek common ground and not to seek ground that separates us and, in the fine tradition of the intense relationship between the United States and Europe, it is in the interests of both parties, the United States and Europe, to seek points of agreement and not of disagreement.
En ce qui concerne d'autres réflexions qui ont été exprimées ici à propos de la regrettable tendance à l'unilatéralisme de la part des États-Unis dans bon nombre de ses actions, non seulement dans ces questions de politique commerciale, mais également dans d'autres questions de politique générale, la présidence ne peut qu'adhérer aux nombreuses pensées traduites ici et, par conséquent, je crois que le prochain sommet entre l'Union européenne et les États-Unis, qui se tiendra le 2 mai à Washington, sera une bonne occasion pour que la présidence du Conseil et la présidence de la Commission rappellent au président des États-Unis que l'esprit de la déclaration transatlantique, qui, comme on l'a rappelé, a été signée en 1995, oblige les parties à avoir un esprit de coopération, à tenter de chercher les terrains communs et non à chercher ce qui divise les deux parties et, suivant la traditionnelle relation intense entre les États-Unis et l'Europe, à chercher les points d'accord et non les points de désaccord.

Relations with Bulgaria and Romania The Council adopted Decisions concerning the conclusion of two exchanges of letters amending the Interim Agreements and the Europe Agreements: - approving the exchange of letters between the EC and Bulgaria amending the Interim Agreement on trade and trade-related measures between the EEC and the ECSC, of the one part, and the Republic of Bulgaria, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and the Republic of Bulgaria, of the other part, both as amended by the Additional Protocol signed on 21 December 1993; - approving the Agreement in the form of an exchange of letters between the EC and Romania amending the Interim Agreement on trade and trade- related measures between the EEC and the ECSC, of the one part, and Romania, of the other part, and the Europe Agreement establishing an association between the EC and its Member States, of the one part, and Romania, of the other part, both as amended by the Additional Protocol signed on 21 December 1993.
Relations avec la Bulgarie et la Roumanie Le Conseil a arrêté les décisions concernant la conclusion de deux échanges de lettres modifiant les Accords intérimaires et les Accords européens : - approuvant l'échange de lettre entre la CE et la Bulgarie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la République de Bulgarie, d'autre part, et l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la République de Bulgarie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993 ; - approuvant l'accord sous forme d'échange de lettres entre la CE et la Roumanie modifiant l'accord intérimaire pour le commerce et les mesures d'accompagnement entre la CEE et la CECA, d'une part, et la Roumanie, d'autre part, ainsi que l'accord européen établissant une association entre les CE et leurs Etats membres, d'une part, et la Roumanie, d'autre part, dans leur version modifiée par le protocole additionnel signé le 21 décembre 1993.
