Definition: A disorder characterized by impairment of memory, learning difficulties, and reduced ability to concentrate on a task for more than brief periods. Where such kinds of operation take place under conditions of lower significant wave height than those established for the same sea area for a year round operation, the significant wave height value applicable for that shorter period of operation may be used by the competent authority for determining the height of water when applying the specific stability standard contained in Annex I. The value of the significant wave height applicable for that shorter period of operation shall be determined by joint agreement between the Member States or, whenever possible, between Member States and third countries at both ends of the route.
