Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. My presentation today is mostly aimed at looking at the context and the background for shipbuilding in Canada, the purpose being to provide the members with context on shipbuilding, which will enable you, I hope, to use it as a background for your analysis of Bill C-213.

However, considering that MIL Davie already bid on this contract in 1993, unlike Saint John Shipbuilding which never bid on the contract at all, will the Government of Canada, as a full partner in Hibernia, need I recall, exert the necessary pressure to reverse this decision and give the contract to MIL Davie, or will it do everything it can to close down MIL Davie, which might gladden the heart of the Minister of Transport?
Considérant d'ailleurs que le chantier MIL Davie avait déjà soumissionné pour ce contrat en 1993, contrairement à celui de Saint John Shipbuilding qui n'a jamais soumissionné, le gouvernement du Canada, partenaire à part entière d'Hibernia, faut-il le rappeler, fera-t-il les pressions nécessaires pour renverser cette décision, remettre le contrat à la MIL Davie, ou bien plutôt s'acharner à fermer MIL Davie au grand plaisir peut-être du ministre des Transports?
