As we look across the country we see at least three provinces which seem to be out of the game and we see six or seven other provinces which are not really interested but have not yet closed the door. Why is the government proceeding with legislation which is predicated on the participation of the provinces whose basic rationale is co-operation between the provincial and federal governments, when the other partners, that is to say the 10 provinces, have not yet offered to participate and have not yet agreed to engage in this new agency?
Pourquoi le gouvernement va-t-il de l'avant avec ce projet de loi qui suppose la participation des provinces, ou qui repose avant tout sur la collaboration entre le gouvernement fédéral et les provinces, alors que ses partenaires, soit les dix provinces, n'ont pas encore offert de participer ni même accepté de s'engager envers la nouvelle agence?

Despite the existence of four structural funds, seven coherence funds, a framework programme and dozens of EU agencies whose only job is to milk the EU's funds, here is another organisation that would most certainly cost the European taxpayer money but, as regards real measures against unemployment or making the lives of employers easier (or at least not making them more difficult), nothing like that is mentioned here.
Malgré l’existence de quatre fonds structurels, de sept fonds de cohérence, d’un programme-cadre et de douzaines d’agences dont le seul travail consiste à gaspiller l’argent de l’Union européenne, voici encore une autre organisation qui coûterait très certainement de l’argent aux contribuables européens, et ce sans aucune mention de mesures réelles pour lutter contre le chômage ou pour faciliter la vie des employeurs (ou au moins ne pas la leur rendre plus difficile).
