The underwear-bomber incident during Christmas 2009, the Yemen cargo bomb incident in late 2010, several laser pointer threats in early 2012 and potential cyber attacks as well as a remaining high vulnerability for liquid explosives all served as reminders that civil aviation continues to be targeted in new and innovative ways, which should be addressed with adequate and risk based protection measures.
La tentative d'attentat à la Noël 2009 au moyen d'explosifs dissimulés dans les sous-vêtements de l'auteur, la découverte de bombes dans du fret en provenance du Yémen fin 2010, plusieurs menaces au pointeur laser début 2012, des cyberattaques potentielles, une vulnérabilité encore élevée aux explosifs liquides: tous ces éléments ont rappelé que l'aviation civile continue d'être la cible d'attaques utilisant des moyens nouveaux et innovants, auxquelles il faut répondre par des mesures de protection adaptées et définies en fonction du risque.

For this purpose, the appropriate authority shall inform the Commission in writing of all airports in its territory serving civil aviation other than those covered by Article 4(4).

Without limiting the generality of their rights and obligations under international law, the Parties shall in particular act in conformity with the following agreements: the Convention on Offences and Certain Other Acts Committed on Board Aircraft, done at Tokyo, 14 September 1963, the Convention for the Suppression of Unlawful Seizure of Aircraft, done at The Hague, 16 December 1970, the Convention for the Suppression of Unlawful Acts against the Safety of Civil Aviation, done at Montreal, 23 September 1971, and the Protocol for the Suppression of Unlawful Acts of Violence at Airports Serving International Civil Aviation, done at Montreal, 24 February 1988.
Sans limiter la généralité des droits et des obligations que leur confère le droit international, les parties agissent en particulier conformément aux accords suivants: la convention relative aux infractions et à certains autres actes survenant à bord des aéronefs, signée à Tokyo le 14 septembre 1963, la convention pour la répression de la capture illicite d'aéronefs, signée à La Haye le 16 décembre 1970, la convention pour la répression des actes illicites dirigés contre la sécurité de l'aviation civile, signée à Montréal le 23 septembre 1971, et le protocole pour la répression des actes illicites de violence dans les aéroports servant à l'aviation civile internationale, signé à Montréal le 24 février 1988.
