In this context, a number of fora are involved in service specification and standardisation with the aim of providing service interoperability.
Dans ce contexte, plusieurs enceintes s'occupent de la spécification des services et de la normalisation dans le but d'arriver à une interopérabilité des services.

To support efficient use of funding mechanisms, the Commission: · will ensure the effective use of funding allocated to the Partnership Plan priorities, in particular the ICT part of the CIP in support of the validation and deployment of services, interoperability, evidence aggregation and capacity building; the AAL Joint Programme, the FP7 for ICT research in 2013 and Health Programme for 2012-2013; · will take account of relevant priorities of the Plan together with input from other stakeholders for future research and innovation work programmes and instruments (i.e. Horizon 2020); · has proposed to provide support for specific actions in line with its objectives, under the Partnership on Active and Healthy Ageing in the scope of the Health for Growth Programme; · has proposed in the Connecting Europe Facility to finance support from 2014 for the roll-out of trans-European digital services infrastructures which enable cross-border telemedicine/-monitoring[26].
Pour favoriser une exploitation efficace des mécanismes de financement, la Commission: · garantira la bonne utilisation des fonds alloués aux priorités définies dans le plan du partenariat, en particulier au titre du volet sur les TIC du PCI, en faveur de la validation et du déploiement des services, de l’interopérabilité, de la collecte de données probantes et du renforcement des capacités; du programme commun d'AAD, du PC7 pour la recherche sur les TIC en 2013 et du programme «Santé» en 2012 et 2013; · tiendra compte, dans les futurs programmes de travail en matière de recherche et d’innovation et les instruments utilisés dans ce domaine (par exemple le programme Horizon 2020), des priorités concernées du plan et des apports d’autres parties concernées; · a proposé de soutenir des actions spécifiques conformes à ses objectifs, au titre du partenariat d’innovation pour un vieillissement actif et en bonne santé, dans le cadre du programme «La santé en faveur de la croissance»; · a proposé, au titre du mécanisme pour l’interconnexion en Europe, de financer à compter de 2014 des mesures de soutien pour le déploiement d’infrastructures numériques transeuropéennes autorisant des services transfrontaliers de télémédecine et de télésurveillance[26].

In particular, the assessment of solutions has been broken down by reference to a) barriers due to national authorisation regimes linked with inconsistency in regulatory approaches implemented by NRAs; b) lack of co-ordination in spectrum assignments and conditions as well as regulatory uncertainty as to the availability of frequencies; c) lack of wholesale products which allow the provision of services using the network of another operator with consistent service interoperability levels, in the framework of market remedies or reciprocal negotiations; d) fragmentation of consumer protection rules leading to uneven levels of consumer protection and varying commercial conditions, including high costs of roaming and international calls as well as blocking or throttling of services.
En particulier, l’évaluation des solutions a été ventilée selon les éléments suivants: a) les obstacles dus aux régimes d'autorisation nationaux et liés à l’incohérence des approches réglementaires mises en œuvre par les ARN; b) le manque de coordination dans l’assignation des radiofréquences et les conditions pour leur assignation, ainsi que l'incertitude réglementaire en ce qui concerne leur disponibilité; c) le manque de produits de gros permettant la fourniture de services par l'utilisation du réseau d’un autre opérateur présentant des niveaux constants d’interopérabilité des services, dans le cadre de mesures correctrices appliquées aux marchés ou de négociations réciproques; d) le morcellement des règles de protection des consommateurs qui se traduit par des niveaux inégaux de protection des consommateurs et par des conditions commerciales variables, y compris les coûts élevés de l’itinérance et des appels internationaux ainsi que le blocage ou la limitation des services.

When operating in different Member States, operators have difficulties in finding access inputs with the right quality and network and service interoperability levels, and when they are available, such inputs exhibit different technical features. This increases costs and constitutes an obstacle to the provision of services across national borders.
Les opérateurs qui exercent leurs activités dans différents États membres éprouvent des difficultés à trouver des intrants d'accès présentant les bons niveaux de qualité et d'interopérabilité des réseaux et des services. De plus, lorsque ces intrants sont disponibles, ils présentent des caractéristiques techniques différentes, ce qui augmente les coûts et constitue un obstacle à la fourniture de services par-delà les frontières nationales.
