I support the request included in the report addressed to the Commission to draft a common European prison charter to enable harmonisation of the detention conditions in Member States and more rapid integration into society of those who have served sentences depriving them of their freedom.

At the time of conversion, the relevant authority: a) shall be bound by the findings as to the facts insofar as they appear explicitly or implicitly from the judgment imposed in the sentencing State; b) may not convert a custodial sentence to a financial sentence; c) shall deduct the full period of deprivation of liberty served by the sentenced person; and d) shall not aggravate the penal position of the sentenced person, and shall not be bound by any minimum which the law of the administering State may provide for the offence or offences committed.

The chief purpose of the Convention is to promote the social rehabilitation of persons sentenced to custodial sentences or measures by allowing foreigners who are deprived of their liberty as a result of their commission of a criminal offence to be given the opportunity to serve their sentences within their own original communities.
La Convention a pour objet principal de favoriser la réinsertion sociale des personnes condamnées à des peines ou mesures privatives de liberté en permettant à un étranger privé de sa liberté à la suite d'une infraction pénale de purger sa peine ou le reste de sa peine dans son milieu social d'origine.
