The CBC programmes in Serbia include three bilateral programmes with Montenegro, Croatia and Bosnia and Herzegovina, three bilateral programmes with the neighbouring Member States Hungary, Romania and Bulgaria, and the participation of Serbia in the multilateral IPA cross-border "Adriatic" programme.

Underlines the importance of National Minority Councils in their role of promoting the rights of national minorities and their democratic nature, and also encourages the appropriate and verifiable financing of them; welcomes Serbia’s commitment in drafting a dedicated Action Plan for National Minorities, which will further improve the implementation and development of practices and the legal framework on national minorities; reiterates its call on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, and urges the adoption of the Law on National Minority Councils as soon as possible for the clarification of their legal status and the certainty of their jurisdiction; expresses serious concern about the interruption of transmission of programmes in minority languages following the announced privatisation of the media; calls on Serbia to step up its efforts with regard to the effective and consistent implementation of legislation on protection of minorities and the non-discriminatory treatment of national minorities throughout Serbia, including in relation to education, especially regarding the timely funding and translation of minority native language textbooks, use of minority languages, representation in public administration and representative bodies at local, regional and national levels and access to media and religious services in minority languages; invites the Serbian Government to implement all international treaties and bilateral agreements concerning minority rights;

Calls for investigation of the threats by extremist groups which were given as the reason for banning the parade; underlines the importance of the first ever convictions for discrimination against gays in Serbia, including the sentencing by the Belgrade Higher Court of a far right leader to two years in prison for inciting violence during the 2010 gay pride march, but notes the generally slow pace of the investigation of the violence surrounding the 2010 Pride Parade, resulting so far in a low number of convictions accompanied by light sentences; welcomes, however, the steps undertaken by the prosecution and the courts towards prohibiting the functioning of extremist organisations; calls on state and city authorities to work diligently on building an atmosphere of tolerance, including awareness-raising campaigns against homophobia, in line with European standards;

A far greater degree of autonomy for the indigenous Hungarian minority living in Serbia, including full regional and cultural autonomy, must be laid down as a condition for the continuation of the accession process.
La poursuite du processus d’adhésion doit être subordonnée à un renforcement du niveau d’autonomie de la minorité autochtone hongroise en Serbie, y compris la pleine autonomie régionale et culturelle.

Community assistance for Albania, Bosnia and Herzegovina, Croatia, the former Yugoslav Republic of Macedonia, Montenegro and Serbia, including Kosovo, shall also be subject to the conditions defined by the Council in its Conclusions of 29 April 1997, in particular as regards the recipients' undertaking to carry out democratic, economic and institutional reforms.
L'aide de la Communauté en faveur de l'Albanie, de la Bosnie-et-Herzégovine, de la Croatie, de l'ancienne République yougoslave de Macédoine, du Monténégro et de la Serbie, y compris le Kosovo, est aussi soumise aux conditions définies par le Conseil dans ses conclusions du 29 avril 1997, notamment en ce qui concerne l'engagement des bénéficiaires à procéder à des réformes démocratiques, économiques et institutionnelles.
