Appreciates the constructive approach of the Serbian Government to relations with neighbouring countries, since this has enabled substantial progress in both regional cooperation and closer relations with the EU, and urges Serbia to continue to build on its good-neighbourly relations; calls on Serbia to promote good-neighbourly relations and the peaceful settlement of disputes, which includes promoting a climate of tolerance and condemning all forms of hate speech or war-time rhetoric and refraining from gestures such as publicly welcoming the return of individuals convicted of war crimes; notes that outstanding disputes and issues, in particular issues of border demarcation, succession, return of cultural goods and disclosure of Yugoslavian archives should be resolved in line with international law and established principles, including through implementation of legally binding agreements, inter alia the agreement on succession issues, and that bilateral disputes should be addressed in the early stages of the accession process in accordance with international law; highlights Serbia’s constructive role in the framework of the ‘Berlin Process’ and the Western Balkan Six initiative and its connectivity agenda; welcomes other initiatives focused on the future of the Western Balkans, in particular the Brdo Process, which proves to be an important framework for cooperation in both political and technical fields, and takes the view that concrete cooperation in areas of mutual interest can contribute to the stabilisation of the Western Balkans; welcomes, in this respect, the first Serbia – Bosnia and Herzegovina joint ministerial meeting, which took place on 4 November 2015 in Sarajevo; calls on Serbia to further promote the stabilisation and institutional strengthening of Bosnia and Herzegovina through its existing contacts and good-neighbourly relations with the country; reiterates its call on the Serbian authorities to initiate further measures for cross-borde ...

Reminds the Serbian authorities of their obligations under the framework for cooperation with the ICTY and of Serbia’s obligations as an EU candidate country; notes with concern that the absence of an adequate political reaction and legal response by the Serbian authorities regarding Šešelj’s behaviour undermines the trust of the victims in the judicial process; encourages the Serbian authorities and the democratic parties to condemn any public manifestation of hate speech or wartime rhetoric and to promote the protection of minority and cultural rights; asks the Serbian authorities to investigate whether Šešelj has violated Serbian law and to strengthen and fully apply the legislation outlawing hate speech, discrimination and incitement to violence; supports all political parties, NGOs and individuals in Serbia that fight against hate speech;

Strongly condemns Šešelj’s warmongering, incitement to hatred and encouragement of territorial claims and his attempts to derail Serbia from its European path; deplores his provocative public activities and wartime rhetoric since his provisional release, which have reopened the victims’ psychological wounds from the war and the atrocities of the early 1990s; stresses that Šešelj’s recent statements could have the effect of undermining the progress made in regional cooperation and reconciliation and subverting the efforts of recent years;

Underlines the difficult situation of the Roma community, which continues to suffer from discrimination on the labour market as well as to encounter difficulties with access to adequate housing, education and healthcare; welcomes a number of initiatives taken by the authorities to address in particular the issues of the state of health, access to education and registration of Roma; calls on the representatives of the Roma community to actively engage in this process; calls on the Serbian Government to fully implement the National Strategy for the Improvement of the Status of Roma and the related action plan to improve the social and economic situation of Roma in accordance with the EU Framework for National Roma Integration Strategies; is concerned about the low schooling rates of Roma children, especially girls; calls on the Serbian Government to ensure that all Roma are provided with identity documents, the lack of which presents an obstacle to enjoying basic civil rights; underlines the particularly difficult situation of members of the Roma community in Serbia who fled from Kosovo in the wake of the war; condemns the forced evictions of Roma, including children and the elderly, without proper consultation and notice and without providing them with alternative housing; calls on the authorities to immediately end this practice;
36. insiste sur la situation difficile de la communauté rom, qui continue de faire l'objet de discriminations sur le marché de l'emploi et rencontre des difficultés d'accès à de bonnes conditions en matière de logement, d'études et de soins médicaux; salue la série d'initiatives prises par les pouvoirs publics pour s'attaquer notamment aux problèmes de l'état de santé, de l'accès à l'éducation et de l'inscription à l'état-civil des Roms; invite les représentants de la communauté rom à s'engager activement dans ce processus; demande au gouvernement serbe de mettre pleinement en œuvre la Stratégie nationale pour l'amélioration du statut des Roms et son plan d'action pour améliorer la situation sociale et économique des Roms, conformément au cadre de l'Union pour les stratégies nationales d'intégration des Roms; est préoccupé par les faibles taux de scolarisation des enfants roms, en particulier des filles; demande au gouvernement serbe de s'assurer que tous les Roms se voient accorder des pièces d'identité, dont le défaut constitue un obstacle pour jouir de leurs droits civils fondamentaux; signale la situation particulièrement difficile des membres de la communauté rom en Serbie qui ont fui le Kosovo au lendemain de la guerre; condamne les expulsions de Roms, dont des enfants et des personnes âgées, sans véritable consultation, ni préavis, et sans proposition de logement de remplacement; demande aux autorités de cesser immédiatement cette pratique;

Is seriously concerned about the developments in north Kosovo in the second part of 2011, and in particular the violence resulting from the July incidents and the subsequent attacks against the international forces of KFOR; condemns such actions, reminds the Serbian Government of its obligation to do everything in its power to prevent them, reiterates that only continuous political efforts in good faith and negotiated, pragmatic and sustainable solutions within the framework of the EU-mediated Belgrade-Pristina dialogue can permanently eliminate the tensions in the region and recalls the vital significance of a stable majority-minority relationship, based on mutual respect; welcomes, in this regard, the agreements reached on freedom of movement and Kosovo's participation in regional organisations, and calls on the Serbian Government to move forward with their full implementation, and without delay; welcomes the regular flow of goods that has been enabled by the acceptance of the customs stamps, the technical protocol on implementation of the agreement on integrated border management, the beginning of delivery to EULEX of civil registry books taken from Kosovo by Serbian authorities and the start of the implementation of the agreement on freedom of movement on 26 December 2011, as the first positive steps in the implementation of agreements; welcomes the statements by President Tadić on the necessity of dismantling the barricades, followed by their partial removal; calls on political leaders to adopt a constructive discourse in order not to endanger the implementation of the agreements reached and the ongoing negotiations between Serbia and Kosovo; recalls that free movement of people, goods, ideas, services and capital is a fundamental value in the EU and calls on the Serbian authorities to encourage the permanent removal of the remaining barricades, allowing free access to and passage through the crossing points and facilitating the cooperation of EULEX wi ...

The Council expressed its deep concern at the continuing deterioration of the political situation in Serbia and reiterated its condemnation of the escalating repression by the Belgrade regime against the democratic opposition and independent media.
Le Conseil a manifesté la vive préoccupation que lui inspire la détérioration constante de la situation politique en Serbie et il a condamné une nouvelle fois la répression toujours plus dure que le régime de Belgrade exerce sur l'opposition démocratique et les médias indépendants.

Recalling the Presidency's statement of 3 March on the violation of the right to freedom of expression in Serbia, the Council condemned increasing threats and harassment against independent media and democratic opposition by President Milosevic's regime as unacceptable discriminatory policy aimed at clamping down on any dissenting, independent voices.

The European Union is deeply concerned at the latest developments in Serbia and strongly condemns the take-over of Belgrade´s independent TV station Studio B on Wednesday, 17 May and the simultaneous actions against Radio B292, Radio Index, the daily BLIC as well as TV Mladenovac.
L'Union européenne est profondément préoccupée par les événements qui se sont produits tout récemment en Serbie et condamne vigoureusement la prise de contrôle, mercredi 17 mai, de la chaîne de télévision indépendante de Belgrade "Studio B", ainsi que les actions menées au même moment à l'encontre de "Radio B2-92", de "Radio Index", du quotidien "BLIC" et de la télévision de Mladenovac.
