Calls on the Government of South Sudan, following the recommendations of the UN Human Rights Council, to implement all international and regional human rights instruments to which it is party, as well as to improve the justice system and to strengthen the independence of the South Sudan Human Rights Commission; calls further for the European Union to ensure that the promotion of democracy and the establishment of an enabling environment for human rights organisations are essential elements in its development aid to South Sudan; calls on the European Union to ensure that development aid to South Sudan carefully considers the rights of women and girls in the country, specifically by supporting women’s organisations as well as by ending the practice of child marriages and child labour; calls for harmonisation of customary and statutory law, and emphasises the importance of establishing a separate judicial system for minors in order to prevent unlawful imprisonment and protect children’s rights; condemns the South Sudan authorities’ arbitrary detentions and harassment of journalists, as reported by NGOs, because this results in de facto censorship; calls on the South Sudanese authorities to hold to account and prosecute the perpetrators of such crimes against journalists;

Expresses its satisfaction with the Commission's efforts to establish working groups in the field of fisheries management with Turkey and the Russian Federation, providing the basis for further debate on cooperation; calls on the Commission to extend its efforts and dialogue with all countries bordering the Black Sea; calls on the Commission to make full use of the existing organisations, as well as the relevant tools, in order to make progress towards better policy coordination; takes the view, meanwhile, that a separate regional fisheries management organisation (RFMO) for the Black Sea could in the long term foster and promote communication between scientific institutes and professional organisations of fishermen, producers and processors with a view to settling issues and deepening cooperation in the Black Sea; encourages the Commission to work with the Black Sea countries at a bilateral level, bearing in mind that many of them are not members of the European Union;

Considers that the OSCE should be used on the pan-European level in the fields covered by its mandate, whilst avoiding duplication with the Council of Europe and relevant UN agencies; underlines that the OSCE could also be useful in building bridges between the European Union and its neighbours by offering full membership to the Mediterranean and Middle East countries, or by exploring the idea of creating a separate regional organisation modelled on the OSCE; regrets the recent attempts at weakening of the role of the OSCE in its human rights and democracy safeguarding role and considers that the EU should make better and co-ordinated use of its weight in the OSCE and the Council of Europe to promote the values and standards underlying membership of those institutions;
43. considère que l'OSCE devrait être utilisée au niveau paneuropéen dans les domaines relevant de son mandat, tout en évitant les doubles emplois avec le Conseil de l'Europe et les agences concernées des Nations unies; souligne que l'OSCE pourrait également être utile pour jeter des ponts entre l'Union et ses voisins en proposant une pleine adhésion aux pays méditerranéens et du Moyen-Orient ou en approfondissant l'idée de créer une organisation régionale distincte sur le modèle de l'OSCE; regrette les récentes tentatives d'affaiblissement du rôle de l'OSCE en matière de protection des droits de l'homme et de la démocratie et considère que l'Union devrait mieux exploiter et coordonner son influence au sein de l'OSCE et du Conseil de l'Europe afin de promouvoir les valeurs et les normes qui sous-tendent l'adhésion à ces institutions;

► Reform of existing instruments (see ‘Legislation to be simplified’ below), mainly to: 1) alter the structure of the provisions laying down conditions for the exploitation of fishery resources subject to catch limitations, in particular by separate treatment of catch limitations, technical measures, measures for the management of fishing effort and control measures; 2) target the decisions at uniform groups taking into account the scientific environment when drawing up institutional and administrative opinions, in particular by separating measures aimed at Baltic fish stocks, or by separating provisions concerning the results of negotiations within the regional fisheries organisations (for example NAFO); 3) develop multiannual approaches, notably by drawing up multiannual management plans such as those that exist (cod, Northern and Southern hake) and in particular for the sole fisheries in the Bay of Biscay and the Western Channel, Baltic cod and sole and plaice in the North Sea.
► Réforme des actes existants (voir « instruments légaux à simplifier» ci après), notamment afin : 1) d’aménager l’architecture des dispositions fixant les conditions d’exploitation des ressources de pêche soumises à des limitations de capture notamment en traitant de manière séparée les limitations de captures, les mesures techniques, les mesures de gestion des efforts de pêche et les mesures de contrôle. 2) de cibler les décisions sur des groupes homogènes en tenant compte de l’environnement scientifique pour la formulation des avis, institutionnel et administratif, notamment par la séparation des mesures visant les stocks halieutiques de la Baltique, ou encore par séparation des dispositions concernant les résultats des négociations au sein des organisations régionales de pêche (par exemple NAFO). 3) de développer les approches pluriannuelles, notamment par la mise au point de plans de gestion pluriannuels tels que ceux qui existent (cabillaud, merlu Nord et merlu Sud) et en particulier pour les pêcheries de sole du Golfe de Gascogne et Manche Ouest, de cabillaud en Baltique ainsi que de la sole et de la plie en Mer du Nord.

The development partnerships act either separately or in groups, depending on their expertise.The Member States will set up mechanisms helping to integrate the partnerships' activities into combating discrimination and unfair treatment both at the level of organisations active in a similar sphere and at the level of regional or national policy, especially the NAPs and the Structural Funds.These mechanisms are intended to: identify factors which cause inequality and discrimination and monitor and analyse the genuine or potential impact of development partnerships on target groups and the NAP priorities.
