I must say that on the basis of that very firm ruling as to the proper sequence of events that should be followed with regard to legislation and its referral to committees, I cannot for the life of me see how the Chair could find Senator Hays' motion, anticipating as it does an affirmative decision at second reading of this bill, in order.
