- 2 - One of the objectives is to increase the capacity of the countries concerned to react speedily by, for example, setting up early warning systems (information on the weather, size of harvests, food prices, population movements, etc.), replenishing emergency stocks of food and seeds and tackling "bottlenecks" in the distribution of food products to areas with a deficit (sections of railways and roads, building of storage facilities, spare parts for trucks, etc.).
Un des objectifs est de renforcer la capacite des pays a se mobiliser rapidement, par exemple par la mise en place de systemes de detection precoce (donnees climatologiques, niveau des recoltes, des prix des vivres, mouvements des populations ..), par la reconstitution de stocks de securite de vivres et de semences, par la rehabilitation des "points noirs" dans le systeme d'acheminement de produits vivriers vers les zones deficitaires (portions de chemins de fer ou de routes, construction d'entrepots, pieces de rechange pour camions,..).
