Under the fifth Framework Programme for Research, Technological Development and Demonstration (1998-2002) many projects contributing to the development and implementation of TEN-T policies had been already initiated in several key actions and programmes: key action 2 'Sustainable mobility and intermodality' and key action 3 'Land transport and marine technologies' in the Competitive and Sustainable Growth programme, key action 5 'Cleaner energy systems, including renewable and key action 6 'Economic and efficient energy for a competitive Europe' in the Energy, Environment and Sustainable Development programme as well as in the Information Society Technologies programme.
Dans le cadre du cinquième programme-cadre de recherche, de développement technologique et de démonstration (1998-2002), de nombreux projets contribuant au développement et à la mise en oeuvre de politiques du RTE-T avaient déjà été lancés au niveau de plusieurs actions et programmes clés: l'action clé n°2 "Mobilité durable et intermodalité" et l'action clé n° 3 "Transports terrestres et technologies marines" dans le programme "Croissance compétitive et durable", l'action clé n° 5 "Systèmes énergétiques plus propres, notamment les systèmes renouvelables" et l'action clé n° 6 "Une énergie économique et efficace pour une Europe compétitive" dans le programme "Énergie, environnement et développement durable" ainsi que dans le programme "Technologies de la société de l'information".

1. Calls on the EU and its Member States to address the root causes of the rapidly deteriorating situation across the MENA region through a holistic and ambitious approach; supports the international campaign against ISIL/Da’esh and welcomes the commitment of the coalition partners to working together under a common strategy; welcomes, in particular, the action taken by the EU Member States participating in the international coalition against ISIS, whether in the form of military strikes or through logistical, financial and humanitarian participation; calls, however, for increased mobilisation in all spheres and emphasises the need for better-articulated actions; notes that these actions could usefully be coordinated under the auspices of the EU, if necessary as part of a Common Security and Defence (CSDP) operation, and to this end calls on the EU to develop sufficient operational capacity and to put in place a true common European defence; stresses, however, that a tailored response must be found, based on political and cross-regional differences, to the issue of combating ISIL/Da’esh, the al-Nusra Front and other terrorist groups; calls on the EU to take on the role of main facilitator of a regional dialogue involving all regional stakeholders, in particular the LAS, Saudi Arabia, Egypt, Turkey and Iran; recalls the importance of addressing the legitimate demands of local populations, notably as expressed during the Arab uprisings of 2011, with a view to ensuring the long-term stability of the region; notes the recent announcement by the LAS of the formation of a standing rapid-response unit, with a particular emphasis on fighting ISIS and other emerging terrorist groups;

Moreover, the argument that, if the position in question has already been filled when the action is brought, an unsuccessful candidate’s application for annulment of the decision rejecting his application will be admissible only if he also seeks annulment of the decision to appoint another candidate to that position would have the effect of introducing a condition for the admissibility of actions concerning the legality of acts adversely affecting officials brought under Article 90(2) of the Staff Regulations which is not laid down in those regulations: there is no requirement under Article 91 of the Staff Regulations (which relates to actions brought by officials before the Courts of the European Union against acts adversely affecting them) or indeed in any other legislation, that, in order for his action to be admissible, a candidate who has been unsuccessful in a selection procedure must necessarily direct that action against both the decision rejecting his application and the corresponding decision to appoint another candidate.

4a. The Commission and the Members States, together with the European External Action Service where appropriate, shall ensure actions in and in relation to third countries are taken in synergy and coherence with other actions outside the Union supported through Union instruments. They shall, in particular, ensure that those actions:

The Commission shall develop an information and communication action plan on the objectives, actions and results of the EU Aid Volunteers which shall define communication and dissemination activities towards the public, in particular the European citizens and towards future potential candidate volunteers and beneficiaries of the EU Aid Volunteers' actions. All beneficiaries of the EU Aid Volunteers, notably sending and hosting organisations, shall implement this action plan.

Under the Strategic Review of Better regulation in the EU and the Action Programme for Reducing Administrative Burdens in the EU the Commission identified the transport part of the proposal in a series of items - the so-called "fast track action" - where significant benefits could be generated in short term through relatively minor changes of the existing legislation. The action programme aims at the reduction of the administrative burdens on business by 25% by 2012 as part of the shared responsibility and the common endeavour by the Member States and the European institutions for the "Growth and Jobs" strategy.

Thus, with regard to banned or severely restricted chemicals, Article 5(1) to (3) of the Convention provides, in essence, that, when a Party to the Convention has adopted a final regulatory action – defined by Article 2(e) of the Convention as ‘an action taken by a Party, that does not require subsequent regulatory action by that Party, the purpose of which is to ban or severely restrict a chemical’, it must as soon as possible give written notice of such action to the Secretariat established by the Convention, which must then verify whether the notification contains the information required in Annex I to the Convention, concerning in particular the identification of the chemical in question, its physical and chemical, toxicological and ecotoxicological properties and the reasons for the final regulatory action relevant to human health or the environment.

(21) Any content policy action should be complementary to other ongoing Community initiatives, and be performed in synergy with actions under the fifth framework programme for research and development, the framework programme for culture, the media programmes, with Community education actions, SME actions, with the Structural Funds, with the eEurope action plan and the risk capital action plan.

Under the Protocol on the application of the principles of subsidiarity and proportionality, Community action is justified where the issue under consideration has transnational aspects, where actions by Member States alone or lack of Community action would conflict with the requirements of the Treaty or where action at Community level would produce clear benefits by reason of its scale or effects compared with action at the level of the Member States.
