IN-CONTEXT TRANSLATIONS

Calls for good representation of social partners at European and at national levels, and in particular trade unions, to intensify sectorial collective bargaining in line with national practices in order to effectively advance and enforce decent working conditions in these sectors; calls also for good representation of professional organisations, organisations working with and on behalf of domestic workers and carers and other relevant civil society organisations and to ensure that they are fully aware of the challenges of safeguarding the labour rights of women employed as domestic workers or carers.

34. Stresses that the social partners at national level should have been consulted or involved in the initial design of programmes; regrets the fact that the programmes designed for the four countries in some cases allow firms to opt out of collective bargaining agreements and to review sectorial wage agreements, which has direct consequences for the structure and values of collective bargaining arrangements set out in the respective national constitutions; notes that the ILO Expert Committee has requested that the social dialogue be re-established; condemns the undermining of the principle of collective representation, which puts into question the automatic renewal of bargaining agreements that, in some countries, is important, as a consequence of which the number of collective agreements in force has fallen substantially; condemns the cut in minimum wages and the freezing of nominal minimum wages; stresses that this situation is the consequence of having limited structural reforms involving only the deregulation of labour relations and wage cuts, which runs counter to the EU’s general objectives and the policies of the Europe 2020 strategy;
34. souligne que les partenaires sociaux à l'échelle nationale auraient dû être consultés ou impliqués dans l'élaboration des programmes; déplore que les programmes élaborés pour les quatre pays permettent parfois aux entreprises de ne pas adhérer aux conventions collectives et de réexaminer les accords salariaux sectoriels, ce qui a une incidence directe sur la structure de ces conventions collectives et les valeurs qui les sous-tendent, telles qu'énoncées dans les constitutions nationales respectives; relève que la commission d'experts de l'OIT a demandé que le dialogue social soit rétabli; condamne l'atteinte au principe de représentation collective, qui remet en question la reconduction automatique des conventions collectives qui, dans certains pays, est d'une grande importance, ce qui a eu pour conséquence une chute importante du nombre de conventions collectives en vigueur; condamne la réduction des salaires minimums et le gel de la valeur nominale de ces salaires; souligne que cette situation découle du caractère limité des réformes structurelles entreprises, dont le seul objet est de déréglementer les relations du travail et de diminuer les salaires, ce qui est contraire aux objectifs généraux de l'Union européenne et aux politiques menées dans le cadre de la stratégie Europe 2020;
