Calls on the Commission to prepare without delay a comprehensive Strategy and an Action Plan with clear benchmarks and appropriate budget, such as has already been repeatedly requested by the European Parliament, so as to better coordinate and promote efforts to improve the situation of the Roma population, building upon the Council conclusions on the inclusion of the Roma adopted on 8 June 2009; calls on the Commission to use the second European Summit on Roma inclusion, hosted by the Spanish Presidency on 8 April 2010 in Córdoba, and the forthcoming communication following it up, to examine the existing policies and instruments and plan the European Roma Strategy;
2. invite la Commission à préparer sans retard une stratégie globale et un plan d'action doté de critères de référence clairs et d'un budget approprié, comme le Parlement européen l'a déjà demandé à plusieurs reprises, de manière à mieux coordonner et promouvoir les efforts d'amélioration de la situation de la population rom, sur la base des conclusions du Conseil sur l'intégration des roms adoptées le 8 juin 2009; invite la Commission à utiliser le deuxième sommet européen sur l'intégration des Roms, qui aura lieu sous l'égide de la présidence espagnole le 8 avril 2010 à Córdoba, ainsi que la communication qui fera suite à ce sommet, pour examiner les politiques et instruments existants et préparer la stratégie européenne sur les Roms;

I hope that, at the second European summit on Roma inclusion, the European Union will show its determination to deal with the Roma issue in a comprehensive fashion.
J’espère que lors du deuxième sommet «Roms», l’Union européenne fera preuve de volontarisme pour un traitement global de cette question rom.
