BUILDING on the ESFRI roadmap that identified the European Clinical Research Infrastructure Network (ECRIN) as the distributed infrastructure supporting, based on scientific excellence, clinical research in Europe through information, consulting and services to investigators and sponsors in multinational studies, acting through correspondents hosted in national clinical research hubs and networks, also contributing to the structuring of national infrastructures, harmonising training, tools and practice and high quality standards, fostering transparency and data sharing, promoting a harmonised regulatory system and shared ethical standards.
S’APPUYANT sur la feuille de route ESFRI qui a reconnu le réseau européen d’infrastructures de recherche clinique (ECRIN) en tant qu’infrastructure distribuée qui soutient, sur la base de l’excellence scientifique, la recherche clinique en Europe par la fourniture d’informations, de conseils et de services aux chercheurs et aux promoteurs d’études multinationales, qui agit par l’intermédiaire de correspondants hébergés dans des plateformes et réseaux de recherche clinique nationaux, qui contribue également à la structuration d’infrastructures nationales, à l’harmonisation des formations, des outils et des pratiques et à l’établissement de normes de haute qualité, qui encourage la transparence et l’échange de données, qui promeut un système réglementaire harmonisé et des normes éthiques partagées.

The aim shall be to facilitate and support actions linked to: (1) the preparation, implementation and operation of the ESFRI and other world-class research infrastructures, including the development of regional partner facilities, when a strong added value for Union intervention exists; (2) the integration of and transnational access to national and regional research infrastructures of European interest, so that European scientists can use them, irrespective of their location, to conduct top-level research; (3) the development, deployment and operation of e-infrastructures to ensure world-leading capability in networking, computing and scientific data.

While the central role of world-class scientific research infrastructures for the attainment of the Community’s RTD objectives set out in Article 163 of the Treaty has thus long been recognised under Community RTD Framework Programmes, the rules governing establishment, financing and operation of these structures are still fragmented and regionalised.

Information and communication technologies provide great opportunities to encourage growth and innovation, thus helping to implement the goals of the Lisbon Strategy and to overcome the current economic crisis; more than ever before, the European Research Area is the foundation of Europe’s information society and is essential for removing inconsistencies in scientific research activities, programmes and policies in Europe; adequate funding is important to ensure the flow of qualified scientists able to move freely and to support global scientific research infrastructure, accessible to all teams of researchers across Europe.
Les technologies de l’information et de la communication offrent de très belles chances en termes de croissance et d’innovation, contribuent à la mise en oeuvre des objectifs de la stratégie de Lisbonne et nous aident à surmonter la crise économique actuelle. Plus que jamais par le passé, l’espace européen de la recherche constitue le fondement de la société européenne de l’information et demeure essentiel pour éliminer les incohérences des activités, des programmes et des politiques de recherche scientifique en Europe; il est crucial de garantir un financement adéquat pour assurer un flux de scientifiques qualifiés en mesure de circuler librement, et pour soutenir l’infrastructure globale de la recherche scientifique et l’accès à cette infrastructure pour toutes les équipes de chercheurs en Europe.

37. Recalls that the European Research Council (ERC) has proved to be successful in promoting scientific excellence and a strengthening element of the ERA; calls for further improvements to the ERA's structures and mechanisms and a boost to its instruments; stresses the need to substantially increase the proportion of the budget dedicated to grants both to young and female researchers, and to researchers from innovative SMEs (both research groups and individuals), as well to strengthen Marie Curie actions and initiatives, thus reinforcing mobility (by introducing a ‘fifth freedom’ of knowledge), career progression and collaboration between academia, public research institutes and industry, as well as access to major research infrastructures; calls on industry to become more involved in doctoral and postdoctoral research programmes; calls for the implementation of the necessary measures to guarantee decent working conditions for scientific workers in the EU, making Europe more internationally attractive to researchers, counteracting the exodus of specialists and achieving excellence in Europe;
37. rappelle que le Conseil européen de la recherché (CER) a fait ses preuves pour ce qui est de promouvoir l'excellence européenne et a renforcé l'EER; appelle de ses vœux de nouvelles améliorations des structures et des mécanismes de l'EER et la promotion de ses instruments; insiste sur la nécessité de revoir substantiellement à la hausse la part des bourses aux chercheurs et du budget consacrée aux aides aux jeunes chercheurs et chercheuses ainsi que des chercheurs issus de PME innovantes (qu'il s'agisse de groupes de chercheurs ou d'individus) et de renforcer les actions et les initiatives Marie Curie, de façon à accroître la mobilité (par l'introduction d'une «cinquième liberté» de la connaissance), en promouvant l'évolution de carrière et la collaboration entre l'Université, les établissements publics de recherche et l'industrie, ainsi que l'accès à des infrastructures de recherche plus importantes; invite l'industrie à participer davantage aux programmes de recherche doctorale et post-doctorale; demande que les mesures qui s'imposent soient adoptées afin de garantir des conditions de travail décentes aux travailleurs scientifiques dans l'Union européenne, en rendant l'Europe plus attractive aux yeux des chercheurs internationaux, en remédiant à l'exode des spécialistes et en atteignant à l'excellence en Europe;

The regional aspect of research is of major importance to Parliament which, in its resolution of 18 May 2000, calls on the Commission to ensure that Objective 1 regions employ at least 5% of the Structural Funds which they have not used in order to promote scientific research in various sectors, so as to reduce the technological gap between those regions and the rest of Europe and prevent unused Structural Funds from being withdrawn. In that same resolution, Parliament also calls for Structural Fund activities to be integrated with research programmes so that the former provide research infrastructure in less-favoured regions and the latter provide the mechanisms and financial means for high-level scientific collaboration.
