Training and certification of seafarers is regulated by the Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention) which was adopted in 1978 by the International Maritime Organisation. It entered into force in 1984 and was significantly amended in 1995.

The need for a minimum level of training for seafarers did not arise recently but goes back to internationally agreed training standards, in particular, the International Maritime Organisation (IMO) Convention on Standards of Training, Certification and Watchkeeping for Seafarers dating from 1978, which was revised in 1995 and lays down binding rules on training and certification requirements.
La nécessité d'établir un niveau minimal de formation des gens de mer n'est pas apparue récemment mais remonte à l'époque où des normes de formation ont été adoptées au niveau international. Concrètement, la Convention de l'Organisation maritime internationale (OMI) sur les normes de formation des gens de mer, de délivrance des brevets et de veille remonte à 1978; elle a été révisée en profondeur en 1995 et instaure des règles contraignantes relatives aux exigences en matière de formation et de certification.

Training and certification requirements for seafarers are prescribed by the IMO Convention on Standards of Training, Certification and Watchkeeping for Seafarers (STCW Convention), which also contains agreements about the recognition of certificates.

The training certificate shall be issued by the competent authority or body designated for this purpose by the Member States and in accordance with the specimen set out in Chapter III of Annex III. A certificate of completion of the regular course at an agricultural college or similar training shall be deemed to constitute a training certificate as referred to in Annex IV.
