IN-CONTEXT TRANSLATIONS

1. The Member States and the Commission shall be jointly responsible for the implementation of the evaluation and monitoring mechanism as specified in this Regulation, with the support of the Union bodies, offices and agencies involved in the implementation of the Schengen acquis.
1. Les États membres et la Commission ont la responsabilité commune de la mise en œuvre du mécanisme d’évaluation et de contrôle, dans les conditions prévues par le présent règlement, avec l’appui des organes et organismes de l’Union qui interviennent dans la mise en œuvre de l’acquis de Schengen.

Twenty seven interviews were conducted in the framework of the study, involving representatives from the EU Member States, Norway, the European Parliament, the Commission, the European Data Protection Supervisor, the Schengen Joint Supervisory Authority, the European Environmental Agency, the European Agency for the Management of Operational Cooperation at the External Borders (FRONTEX), Europol, the Strasbourg C.SIS site responsible for the operational management of SIS 1+ and industry experts.

5. The costs of installing and operating the technical support function referred to in Article 92(3) of the Schengen Convention, including the cost of lines connecting the national sections of SIS 1+ to the technical support function, and of activities performed in conjunction with tasks conferred upon France for the purpose of this Regulation shall be borne jointly by the Member States as it is provided for by Article 119(1) of the Schengen Convention.
5. Les coûts d’installation et d’utilisation de la fonction de support technique visée à l’article 92, paragraphe 3, de la convention de Schengen, y compris les coûts de câblage pour relier les parties nationales du SIS 1+ à la fonction de support technique, et les coûts des activités liées aux tâches confiées à la France aux fins du présent règlement sont supportés en commun par les États membres comme le prévoit l’article 119, paragraphe 1, de la convention de Schengen.

As is the case when access is given to a State, the Schengen Joint Supervisory Authority should be given an opportunity to evaluate whether adequate safeguards in place and give a non-binding opinion prior to access being granted. For some aspects the evaluation of the Schengen JSA may be a formality such as in the security measures and the data protection standards to be applied, but nonetheless the Schengen JSA should be requested to verify Europol's compliance with the Schengen Convention.
Comme tel est le cas lorsqu'une autorisation d'accès est octroyée à un État, il importe qu'Europol satisfasse à certaines conditions préalables quant au respect de la convention de Schengen avant que l'accès soit permis.

Z. whereas the establishment of a separate joint secretariat for the Schengen Joint Supervisory Authority has been agreed by the Council; whereas this is a welcome step towards the fair and equal treatment of personal data under not only the Schengen Convention, but also the Convention on the establishment of a European Police Force (Europol Convention) and the Convention on the Use of Information technology for Customs Purposes; however, to be truly independent the joint secretariat requires an independent budget separate from the budget of the Council,
