29. As concerns the integrated border management model as a whole, the potential of FRONTEX should be exploited for the benefit of the overall Schengen framework.

Under the third pillar, the result as been a body of legal instruments of varying degrees of bindingness, while within the Schengen framework, we find decisions of a practical and operative nature.

In the Schengen framework was also adopted the Agreement on Cooperation in Proceedings for Road Traffic Offences and the Enforcement of Financial Penalties Imposed in Respect thereof [7] [8].
