When executing tasks at external borders and consulates in accordance with the Schengen acquis on borders and visas, Member States carry out activities in the interests of and on behalf of all other Member States in the Schengen area, thus performing a public service for the Union.

(6) Due to the two-step implementation mechanism of the Schengen acquis as laid down in Article 3 of the 2003 Act of Accession, the new Member States are bound to implement the Schengen external border regime at all their borders, including the borders with other Member States, until the Council authorises them to fully apply the Schengen acquis and thus to lift controls at their common borders with other Member States.
(6) En raison du mécanisme de mise en œuvre en deux étapes de l'acquis de Schengen prévu à l’article 3 de l’acte d’adhésion de 2003, les nouveaux États membres sont tenus d’appliquer le régime des frontières extérieures de Schengen à toutes leurs frontières, y compris celles avec d’autres États membres, jusqu’à ce que le Conseil les autorise à mettre en œuvre l’intégralité de l’acquis de Schengen et à lever ainsi les contrôles à leurs frontières communes avec d’autres États membres.

(9) The Council thus recognises the right of Ireland to make, in accordance with Article 4 of the Schengen Protocol, a request for partial participation, noting at the same time that it is necessary to consider the impact of such participation by Ireland in the provisions concerning the establishment and operation of the SIS on the interpretation of the other relevant provisions of the Schengen acquis and on its financial implications.
(9) Le Conseil reconnaît, par conséquent, le droit de l'Irlande, conformément à l'article 4 du protocole Schengen, de présenter une demande de participation partielle, mais fait également observer qu'il importe de tenir compte de l'incidence d'une telle participation de l'Irlande aux dispositions concernant la mise en place et le fonctionnement du SIS pour l'interprétation des autres dispositions pertinentes de l'acquis de Schengen ainsi que pour le volet financier.

Whereas the Council thus recognises the right of the United Kingdom to make, in accordance with Article 4 of the Schengen Protocol, a request for partial participation, noting at the same time that it is necessary to consider the impact of such participation of the United Kingdom in the provisions concerning the establishment and operation of the SIS on the interpretation of the other relevant provisions of the Schengen acquis and on its financial implications.
