The Commission informed the Council about its intention to open negotiations with the European Organisation for the Safety of Air Navigation (Eurocontrol) with a view to concluding a high-level agreement that would confirm Eurocontrol's role in air traffic management within the Single European Sky scheme, provide a framework for enhanced coordination and enable the EU to contribute to Eurocontrol's institutional reform process.
La Commission a informé le Conseil qu'elle avait l'intention d'ouvrir des négociations avec l'Organisation européenne pour la sécurité de la navigation aérienne (Eurocontrol) en vue de conclure un accord à haut niveau qui confirmerait le rôle d'Eurocontrol dans la gestion du trafic aérien au sein du régime de ciel unique européen, offrirait un cadre pour renforcer la coordination et permettrait à l'UE de contribuer au processus de réforme institutionnelle d'Eurocontrol.

1. The Commission and the Member States shall take all necessary measures in order to ensure the implementation of functional airspace blocks at the latest by the end of 2011 with a view to achieving optimum capacity and efficiency of the air traffic management network within the single European sky and maintaining a high level of safety and contributing to the overall performance of the air transport system, fully consistent with the performance scheme, and a reduced environmental impact.

La Commission et les États membres prennent toutes les mesures nécessaires pour assurer la mise en œuvre de blocs d'espace aérien fonctionnels, d'ici à la fin de 2011 au plus tard, afin d'atteindre la capacité et l'efficacité optimales du réseau de gestion du trafic aérien dans le ciel unique européen, de maintenir un niveau élevé de sécurité et de contribuer aux performances globales du système de transport aérien, pleinement conforme au système d'amélioration des performances, et à la réduction de l'impact sur l'environnement.
