Increase protection and assistance for vulnerable and stranded migrants: life-saving assistance and migrant support services will be strengthened along migration routes to address immediate needs for food and water, medical and psycho-social care, as well as temporary shelter for an estimated 60,000 migrants. Facilitate voluntary return: many stranded and vulnerable migrants express the wish to return home rather than continue their dangerous journeys.

Condemns the detention of migrants and the criminalisation of their actions, such as irregular crossing of borders; believes that this approach wrongly portrays migrants as criminals and a threat to public order; recalls that the Member States may not neglect their obligations under human rights and asylum law under the pretext that the persons concerned have infringed existing rules, save in the event of very serious offences; calls for an end to detention practices; stresses that the conditions in reception facilities must fully comply with fundamental rights standards and EU law; calls on the Member States not to penalise those who voluntarily help migrants on humanitarian grounds, including carriers;

Urges the leaders of Indonesia, Malaysia and Thailand to make saving the lives of migrants and refugees stranded on vessels in the Bay of Bengal and the Andaman Sea a top priority, and welcomes the declaration by Malaysia and Indonesia of 20 May 2015 that they will give temporary sanctuary to migrants found at sea;

Welcomes the reform of the mandate of Frontex and the agreement on Eurosur; welcomes the new rules on the surveillance of sea borders with which saving the lives of migrants as well as respect for the human rights of migrants and asylum-seekers, including the principle of non-refoulement, have also become priorities; recalls that international law, the acquis and, in particular, the case law of the European Court of Human Rights should be observed by the Union and its Member States in the context of interventions on the high seas or when carrying out the surveillance of the Union’s external borders;

I. whereas the latest tragedy off Lampedusa, on 3 October 2013, left 130 migrants dead, with hundreds of others missing; whereas tens of thousands of migrants have died trying to reach the EU; pointing once more to the need to do everything possible to save the lives of people in danger and to the need for Member States to abide by their international sea-rescue obligations;
