A series of amendments has been tabled to make it clear that European satellite radio-navigation policy is currently being implemented under both the Galileo and EGNOS programmes, as reflected in Council Regulation (EC) No 1321/2004 of 12 July 2004 on the establishment of structures for the management of the European satellite radio-navigation programmes.

Given the strategic nature of the European satellite radio-navigation programmes and the need to ensure that essential public interests are adequately defended and represented, it is imperative to supervise the next phases of the system and the use of Community funds allocated to the programmes in accordance with the relevant political orientations of the Council and financial decisions of the budgetary authorities; a European Global Navigation Satellite System (GNSS) Supervisory Authority (hereinafter referred to as the Authority) should therefore be set up.
