In Maastricht, for instance, Dr R Fletcher contrasted the three Ds - divide, differentiate and destroy with the three Es - equity, efficiency and effectiveness, and the Santa Domingo Minister for the Plan made the following remarks: 'Lomé has opened doors and windows onto the world, our partners and our closest neighbours'. He added that he was in favour of a degree of differentiation but against any weakening of the arrangement, considering ACP solidarity to be essential.
