Action is required on several fronts at the same time, addressing both the supply and demand sides of the economy.[2] What we need is confidence in the overall economic environment; predictability and clarity in policy-making and the regulatory framework; effective use of scarce public resources; trust in the economic potential of investment projects under development; and sufficient risk-bearing capacity to encourage project promoters, unlock investment and entice private investors.

This means that to establish whether a large investment project constitutes a single investment project, the assessment should be the same irrespective of whether the project is carried out by one undertaking, by more than one undertaking sharing the investment costs or by more undertakings bearing the costs of separate investments within the same investment project (for example in the case of a joint venture).

It is for this reason that I consider our mutual goal in the Community to be the provision of precise and regular information about investment projects in the EU energy infrastructure, the lightening of the burden of information gathering, the improvement of useful analysis based on information submitted to the Commission, while at the same time easing the burden on private sector players who perform an increasing role in investing in infrastructure development.

In order to prevent large regional investment projects from being artificially divided into sub-projects, thereby escaping the notification thresholds provided under this Regulation, a large investment project should be considered to be a single investment project if the investment is undertaken within a period of three years by the same undertaking or undertakings and consists of fixed assets combined in an economically indivisible way.
Afin d'empêcher que de grands projets d'investissement régionaux ne soient fractionnés artificiellement en plusieurs sous-projets, échappant ainsi aux seuils de notification fixés par le présent règlement, il convient de considérer un grand projet d'investissement comme un seul projet si l'investissement est réalisé par la ou les mêmes entreprises au cours d'une période de trois ans et est constitué par une combinaison économiquement indivisible d'éléments de capital fixe.

10. In order to prevent a large investment being artificially divided into sub-projects, a large investment project shall be considered to be a single investment project when the investment is undertaken within a period of three years by the same undertaking or undertakings and consists of fixed assets combined in an economically indivisible way.

Afin d'empêcher qu’un gros investissement ne soit fractionné artificiellement en plusieurs sous-projets, un grand projet d'investissement est considéré comme un seul projet d'investissement lorsque l'investissement initial est réalisé, au cours d'une période de trois ans, par la ou les mêmes entreprises et est constitué par une combinaison économiquement indivisible d'éléments de capital fixe.

At the same time the bank could play a greater part in attracting private capital to various investment projects, by offering increased opportunities to assess investments in connection with projects in which the bank is participating or plans to participate.
