U. whereas a ceasefire in Western Sahara between the Moroccan Government and the Polisario Front has been in place since 1991; whereas the UN considers Western Sahara a non-self-governing territory; whereas the Sahrawi Arab Democratic Republic is a full member of the AU and currently recognised by over 35 UN states, but not by the UN collectively or by any EU Member State; whereas Morocco has legal obligations to account for its exercise of de facto administrating power over the territory and people of Western Sahara; whereas the UN, under the auspices of the Security Council, is acting as a mediator to find a solution to the conflict; whereas according to the UN Secretary-General, however, no progress has been made on the fundamental issues of the future status of the territory; whereas a referendum on the status of Western Sahara, first agreed on principle in 1988, has still not taken place;
U. considérant qu'un cessez-le-feu au Sahara occidental entre le gouvernement marocain et le Front Polisario est en vigueur depuis 1991; que les Nations unies considèrent le Sahara occidental comme un territoire non autonome; que la République arabe sahraouie démocratique est membre à part entière de l'Union africaine et actuellement reconnue par plus de 35 États membres des Nations unies, mais qu'elle ne l'est ni par les Nations unies en tant qu'organisation, ni par l'un ou l'autre des États membres de l'Union européenne; considérant que le Maroc a l'obligation juridique de rendre des comptes sur le rôle de puissance administrante qu'il exerce de fait sur le territoire et la population du Sahara occidental; considérant que les Nations unies, sous l'égide du Conseil de Sécurité, font office de médiateur afin de trouver une solution au conflit; considérant que selon le Secrétaire général de l'ONU aucun progrès n'a toutefois été fait sur les questions fondamentales du statut futur du territoire; considérant qu'aucun référendum sur le statut du Sahara occidental n'a encore été organisé, malgré un premier accord de principe remontant à 1988;

9. Instructs its President to forward this resolution to the Commission, the Member States, the United Nations Committee of 24 (Special Committee on Decolonisation), the Government of Morocco and the Government of the Sahrawi Arab Democratic Republic (SADR).

– (PT) I should like to welcome the 30th anniversary, on 27 February, of the proclamation of the Sahrawi Arab Democratic Republic, and in so doing to pay tribute to the Sahrawi people’s just struggle for freedom and for the right to self-determination and independence.

The controversial issue was, of course, the admittance of the Sahrawi Arab Democratic Republic into the OAU against the desires of Morocco, which caused, in fact, Morocco to pull out of the OAU.
