The EU is a key player in security matters in Mali and in the Sahel through its Common Security and Defence Policy (CSDP) missions. EUCAP Sahel Niger (training and advice to help the security forces in Niger tackle terrorism and organised crime), EUCAP Sahel Mali (training and advice to the Malian security forces to ensure democratic order) and the EU training mission (EUTM) in Mali (support for the instruction and training of command staff in the Malian army).
L'UE est un acteur clé dans le secteur de la sécurité au Mali et la région du Sahel à travers la présence de trois missions de la politique de sécurité et de défense commune (PSDC): EUCAP Sahel Niger (formation et conseil aux forces de sécurité du Niger pour lutter contre le terrorisme et crime organisé), EUCAP Sahel Mali (formation et conseil aux forces de sécurité malienne pour garantir l'ordre démocratique) et la mission de formation de l'UE au Mali (EUTM) (appui à la formation et entraînement du personnel de commandement de l'armée malienne).

The Head of Mission shall issue instructions to all EUCAP Sahel Niger staff, including the Brussels Support Element, for the effective conduct of the EUCAP Sahel Niger in theatre, assuming its coordination and day-to-day management, and following the instructions at the strategic level of the Civilian Operation Commander’.

3. 4. The EUCAP Sahel Niger staff shall undergo mandatory security training before taking up their duties, in accordance with the OPLAN.

1. Without prejudice to the decision-making autonomy of the Union and its single institutional framework, third States may be invited to contribute to EUCAP Sahel Niger, provided that they bear the cost of the staff seconded by them, including salaries, all risk insurance cover, daily subsistence allowances and travel expenses to and from Niger, and that they contribute to the running costs of EUCAP Sahel Niger, as appropriate.

The status of EUCAP Sahel Niger and its staff, including where appropriate the privileges, immunities and further guarantees necessary for the completion and smooth functioning of EUCAP Sahel Niger, shall be the subject of an agreement concluded pursuant to Article 37 TEU and in accordance with the procedure laid down in Article 218 of the Treaty on the Functioning of the European Union.
Le statut de l’EUCAP SAHEL Niger et de son personnel, y compris, le cas échéant, les privilèges, immunités et autres garanties nécessaires à l’exécution et au bon déroulement de l’EUCAP SAHEL Niger, font l’objet d’un accord conclu en application de l’article 37 du TUE et conformément à la procédure prévue à l’article 218 du traité sur le fonctionnement de l’Union européenne.
