As Rwandans mourn their dead in painful silence and quiet dignity, the overarching message of Rwandan remembrance is not only the horror of the genocide, but also that the genocide was preventable, that it was the silence, the indifference, the inaction of the international community in the face of genocidal incitement and mass atrocity that made the Rwandan genocide possible.

I. whereas in the recent years several members of the Congolese armed forces, the police, the security services as well as other armed groups active on the territory of the DCR such as the Rwandan rebel group FDLR (Democratic Front for the Liberation of Rwanda) – which is led by perpetrators of the Rwandan genocide who fled to Congo – and Congolese Mai-Mai militia, have been identified by domestic and international Human Rights organisations as the perpetrators of these horrendous crimes;
I. considérant que ces dernières années, plusieurs membres des forces armées congolaises, de la police, des services de sécurité ainsi que d'autres groupes armés opérant sur le territoire de la RDC, comme par exemple un groupe rebelle rwandais, les Forces démocratiques pour la libération du Rwanda (FDLR), que dirigent des auteurs du génocide au Rwanda en fuite au Congo, et la milice congolaise Maï Maï, ont été identifiés par les organisations nationales et internationales de défense des droits de l'homme comme les auteurs de ces crimes horribles;

Mr. Speaker, Parliament unanimously declared April 7 as the National Day of Reflection on the Prevention of Genocide, where we remember and reflect on the 18th anniversary of the Rwandan genocide that in less than 100 days, beginning on April 7, 1994, one million Rwandans, mostly ethnic Tutsis, were slaughtered, victims of a government-orchestrated campaign of incendiary incitement and unspeakable violence.
Monsieur le Président, le Parlement a adopté à l'unanimité une motion désignant le 7 avril comme étant la Journée de réflexion sur la prévention du génocide, journée pendant laquelle nous nous souvenons du génocide rwandais, survenu il y a 18 ans. Deplores, in the strongest possible terms, the massacres of civilian population, the recruitment of child soldiers and the acts of sexual violence against women and children, and calls on all actors to step up the fight against impunity; calls on the Government of the DRC to ensure that those responsible for breaching human rights and international humanitarian law, the Rwandan rebel Group FDLR –which is led by the perpetrators the Rwandan genocide who fled to Congo – and Congolese Mai Mai militia are held responsible and prosecuted by the International Criminal Court;
