Takes note of the agreement reached at the EU – Russia Summit of 11 November 2002 regarding transit between Kaliningrad and the Russian mainland, and the creation of the Facilitated Transit Document which should meet the requirements of facilitating the transit between the two destinations and guaranteeing the security of EU territory according to the requirements of the Schengen Agreement; draws attention to the fact that a number of questions as regards the practical functioning of the transit regime remain unanswered and that it will be difficult to eliminate the risk of significant problems occurring during its implementation;
22. prend acte de l'accord auquel l'Union européenne et la Russie sont parvenues, lors de la rencontre au sommet du 11 novembre 2002, au sujet du transit entre Kaliningrad et le territoire principal de la Russie, ainsi que de l'instauration d'un "document de transit facilité", qui devrait répondre aux impératifs de rendre plus aisé le transit entre les deux destinations et de garantir la sécurité du territoire de l'UE conformément aux dispositions de l'accord de Schengen; appelle l'attention sur le fait qu'une réponse doit encore être apportée à un certain nombre de questions que soulève le fonctionnement pratique du régime de transit et souligne qu'il sera difficile d'éviter que de sérieux problèmes se posent au cours de sa mise en oeuvre;

The document would be deemed equivalent to a multiple-entry transit visa for bona-fide persons who are Russia citizens travelling frequently and directly between Kaliningrad and the Russian mainland.

A. whereas the accession of Poland and Lithuania to the European Union will place the Kaliningrad exclave of Russia in the position of being surrounded by the external borders of the EU, apart from its coastline which gives access to the Baltic Sea, which will result in the necessity to search for a solution to facilitate the movement of persons and goods between Kaliningrad and the Russian mainland, respecting the norms of EU external borders,
A. considérant que l'élargissement de l'Union européenne à la Pologne et à la Lituanie placera l'enclave russe de Kaliningrad dans la position d'être entourée par les frontières extérieures de l'Union européenne, hormis l'ouverture côtière sur la mer Baltique, ce qui obligera à chercher une solution pour faciliter la circulation des personnes et des biens entre Kaliningrad et le reste de la Russie, dans le respect des règles applicables aux frontières extérieures de l'UE,
