Mr. Tom Richardson: I think, Mr. Chairman, that the member is making the point that the Rural Secretariat is meant for people in rural Canada, both farmers and non-farmers, and perhaps because programs like CARD and our research programs and PFRA tend to be more focused on the agriculture sector, that we should be.Probably in that sense the emphasis should be that the Rural Secretariat is focused on the rural community and not specifically on agriculture. I think that's the way we see it.
