To avoid this problem and facilitate access to rolling stock, the Commission is proposing to introduce an obligation for competent authorities to take the financial risk of the residual value of rolling stock by a choice of appropriate means e.g. by assuming ownership of the rolling stock, providing a bank guarantee for the purchase of new, setting up of a ROSCO (leasing company).
Pour éviter ce problème et faciliter l’accès au matériel roulant, la Commission propose d’introduire l’obligation, pour les autorités compétentes, d’assumer le risque financier lié à la valeur résiduelle du matériel roulant par un éventail de moyens appropriés, par exemple en endossant la propriété du matériel roulant, en fournissant une garantie bancaire pour l’acquisition de nouveau matériel, ou en mettant sur pied une société de location (ROSCO, ROlling Stock operating COmpany).
