Prof. Rod Hill: Those are things you would have to worry about if you were thinking about, say, going back to the idea of a common market, where you would have a free flow of workers across the border and European-style things where there'd be a North American passport and anybody who was a resident of the United States could come and work in Canada and vice versa.
