In this respect, as has been pointed out by, inter alia , the rapporteur, we would stress the appropriateness of an intervention that targets bottlenecks, that gives priority to actions that can deliver intermodal transport and restore balance between the different modes of transport. Road transport must not be penalised as long as no credible alternatives exist, but transport by rail and water must certainly be given a boost and we endorse action to this end.
De ce point de vue, comme cela a déjà été signalé par d'autres, dont le rapporteur, nous soulignons l'opportunité d'une intervention qui privilégie la résolution des goulets d'étranglement, les initiatives visant à garantir un développement de l'interopérabilité et le rééquilibre entre les modes de transport, sans aucune pénalisation jusqu'à ce qu'il existe des alternatives crédibles pour le transport routier. Il convient toutefois de valoriser les transports par voie ferrée et par eau, interventions auxquelles nous sommes favorables.
