Definition: This block contains a wide variety of disorders that differ in severity and clinical form but that are all attributable to the use of one or more psychoactive substances, which may or may not have been medically prescribed. The third character of the code identifies the substance involved, and the fourth character specifies the clinical state. The codes should be used, as required, for each substance specified, but it should be noted that not all fourth character codes are applicable to all substances. Identification of the psychoactive substance should be based on as many sources of information as possible. These include self-report data, analysis of blood and other body fluids, characteristic physical and psychological symptoms, clinical signs and behaviour, and other evidence such as a drug being in the patient's possession or reports from informed third parties. Many drug users take more than one type of psychoactive substance. The main diagnosis should be classified, whenever possible, according to the substance or class of substances that has caused or contributed most to the presenting clinical syndrome. Other diagnoses should be coded when other psychoactive substances have been taken in intoxicating amounts (common fourth character .0) or to the extent of causing harm (common fourth character .1), dependence (common fourth character .2) or other disorders (common fourth character .3-.9). Cost-effective promotion and prevention measures in line, in particular, with the Union strategies on alcohol and nutrition, and including actions to support the exchange of evidence-based and good practices for addressing risk factors such as tobacco use and passive smoking, harmful use of alcohol, unhealthy dietary habits and physical inactivity, taking into account the public health aspects of underlying factors, such as those of a social and environmental nature, with a focus on Union added value.

At the same time, asks the Commission to promote the spread of instruments such as the AUDIT (Alcohol Use Disorders Identification Test) developed by WHO, which allow the quick identification of people who are at risk even before they acknowledge having a problem with alcohol; points out that timely informal discussion between general practitioners and patients is one of the most efficient tools to inform patients about the risks linked to hazardous and harmful consumption of alcohol and to promote the necessary behavioural changes in problem drinkers; calls on Member States to support the qualification of doctors (GPs) on alcohol problems and disorders and adequate interventions;

Calls on the Commission to promote initiatives aimed at exchanging best medical practices in a variety of healthcare settings as well as promoting independent and impartial information campaigns designed to raise awareness about the risks of hazardous and harmful alcohol consumption; campaigns should also be directed towards people vulnerable to neuropsychological disturbances, syndromes and diseases and to people who are old, lonely, separated or isolated, as they are more exposed to seeking relief in alcohol consumption, thereby further damaging their condition and increasing their risk of suffering neuropsychological disturbances, syndromes and diseases;

Healthy ageing must be supported by actions to promote health and prevent disease throughout the lifespan by tackling key issues including poor nutrition, physical activity, alcohol, drugs and tobacco consumption, environmental risks, traffic accidents, and accidents in the home.
