That, in the opinion of the Standing Committee on Justice and Human Rights, a subcommittee should be formed to study and develop legislation to create a Victims' Bill of Rights that will establish rights for victims of crime in order to give them more information and more involvement in their cases.

Reiterates that the development of democracy must be achieved by supporting political reforms and stresses that the credibility of the European policy of democratisation and promotion of human rights depends on strong and visible support for civil societies and democratic political organisations on the southern shore of the Mediterranean; calls for strong involvement of civil society and social partners' representatives in the institutional framework of the Barcelona Process: Union for the Mediterranean; reiterates its call on the Commission to strengthen efforts to set up 'democracy and human rights subcommittees' with all Mediterranean partners, under the Euro-Mediterranean Association Agreements, and calls also on partner countries to observe their commitments in this respect, especially concerning individual cases, and to implement the human rights clause;

In light of the fact that Canada has always played an international leadership role in protecting children involved in armed conflicts, a role that has included negotiating the optional protocol to the Convention on the Rights of the Child on the involvement of children in armed conflicts, and in light of the specific commitments made by Canada and the United States in ratifying the optional protocol, the information available on Omar Khadr's recruitment by a group linked to al-Qaeda and the fact that he was 15 when he allegedly engaged in combat and was captured and originally detained, the subcommittee is of the opinion that Mr. Khadr should be considered “a child involved in armed conflict” and therefore should enjoy the protection set out in the optional protocol.

Emphasises once again in this context the proposals set out in Parliament's abovementioned resolution of 6 September 2007 on the functioning of the human rights dialogues and consultations on human rights with third countries; stresses in this connection that a dialogue between the Council, the Commission and Parliament's Subcommittee on Human Rights was launched in January 2008 with a view to implementing the recommendations of that resolution as regards Parliament's involvement in dialogues in general; recalls, in that connection, the Council's obligation to consult Parliament and to duly take its views into consideration pursuant to Article 21 of the Treaty on European Union;

You talked about impact assessment at the cabinet level, involvement of the provinces, incorporation of human rights treaties into domestic law - that is for parliamentarians - screening of new draft legislation - I would think that is for is the House of Commons, except its human rights subcommittee is on country folks.
