whereas a Vietnamese lawyer and human rights activist, Lê Thu Hà, was arrested on 16 December 2015, at the same time as a prominent fellow human rights lawyer, Nguyễn Văn Đài, who was arrested for conducting propaganda against the state; whereas on 22 February 2016 human rights defender Trần Minh Nhật was attacked by a police officer at his home in Lâm Hà district, Lâm Đồng Province; whereas Trần Huỳnh Duy Thức, who was imprisoned in 2009 after a trial with no meaningful defence, received a sentence of 16 years followed by five years under house arrest; whereas there is serious concern for the deteriorating health of Buddhist dissident Thích Quảng Độ, who is currently under house arrest.

We urge Vietnam, as party to the International Covenant on Civil and Political Rights, to honour its international human rights commitments and to release all those prisoners, in particular, human rights lawyer, Le Cong Dinh, democracy advocate and writer, Tran Khai Thanh Thuy, and Catholic priest, Father Nguyen Van Ly, who are currently in detention for having peacefully expressed their views.

Calls, therefore, for the immediate and unconditional release of all individuals imprisoned for the sole reason that they have peacefully and legitimately exercised their right to freedom of opinion, freedom of expression, freedom of the press and freedom of religion, including the Catholic priest Nguyen Van Ly (sentenced to eight years' imprisonment), Nguyen Phong (six years), Nguyen Binh Thanh (five years), the lawyers Nguyen Van Dai (five years) (all members of the pro-democracy and reform group Bloc 8406) and Le Thi Cong Nhan (four years), spokeswoman for the Progression Party, Tran Quoc Hien (five years), representative of the Workers-Farmers Organisation, the leader of the People's Democratic Party (PDP), Le Nguyen Sang (five years), Nguyen Bac Truyen (four years) and Huynh Nguyen Dao (three years), and the Buddhists Hoa Hao Duong Thi Tron (six years), Le Van Soc (six years) and Nguyen Van Thuy (five years), Nguyen Van Tho (four years), the Patriarch of the UBCV, Thich Huyen Quang, Thich Quang Do and Bui Thi Kim Tanh;
