Endorses the Commission’s intention to bring forward a proposal on ‘non-financial disclosure’ by businesses which will enable the EU to encourage European businesses to apply the UN Guiding Principles on Business and Human Rights and the UN Global Compact; welcomes the fact that this proposal is based on a wide-ranging public consultation as well as on a series of workshops with relevant stakeholders; stresses that use of the term ‘non-financial’ should not disguise the real financial consequences for businesses in terms of social, environmental and human rights impacts; points out that the impact of business action and social involvement can also be measured in financial terms; calls for a proposal which places the EU at the heart of the many current international initiatives on corporate sustainability reporting and which is fully in line with the objective of making integrated reporting, as currently developed by the International Integrated Reporting Council (IIRC), the global norm by the end of the decade; stresses, however, that any solution chosen must not create excessive administrative burdens, particularly for SMEs; believes that the philanthropic activities of businesses should not generate red tape and costs that could jeopardise their voluntary commitments; welcomes the goal of exposing human rights violations and criminal schemes, and urges states to punish such activity with utmost rigour;

(Return tabled) Question No. 65 Ms. Kirsty Duncan: With respect to the climate summit in Copenhagen and climate change: (a) what criteria needed to be met in order to be part of the Canadian delegation; (b) what were the name and position of each member of the Canadian delegation, what expertise and skills did each bring to the table, and for what time period were each in Copenhagen; (c) what was the total budget for the delegation, from flights to accommodation and living expenses; (d) what, if any, offsets were purchased for the delegation; (e) what was the description, in detail, of the Canadian climate change plan, and when will it be revealed to Canadians; (f) who were all the stakeholders consulted in the development of the plan, and how does each goal/target reflect or does not reflect each stakeholder's views; (g) did the government include the voice of Canadians who are on the “front line of climate change”, and were those who will be impacted by climate change meaningfully involved, and, if so, how; (h) what accountability measures, if any, were in place to ensure that the Canadian delegation would be responsible to those Canadians who will be particularly impacted (e.g., those living in low-lying areas and Aboriginal peoples); (i) what has been the stakeholder response to the plan, particularly from business, NGOs, scientists, and all stakeholders, and if available, what is the actual response of stakeholders' consulted; (j) what were the specific goals of the Canadian delegation, and how do they compare (in advance and afterward) with those of the G20 or OECD in terms of baseline, absolute reductions, and target date; (k) did the Canadian delegation support the notion that climate change is not just an environmental issue, but rather a human rights issue and a justice issue and, if so, what is the description, in detail, of Canada's position; (l) did the Canadian delegation listen to the world's “frontline voice”, such as Bangladesh's and the ...

The only way in which the European Union can be consistent when it says that it is committed to human rights is by accepting that it must also bear a cost in terms of business and in economic terms. Otherwise, nothing will be credible in terms of human rights.

On the one hand, import restrictions are to be dismantled; on the other, the import of low-quality cheap produce is to be prevented, for, firstly, they are a danger to the consumer, and, secondly, pirated copies and infringed patent rights cost businesses billions.

restoring the balance among the four pillars: whereas all Member States came up with many proposals for "employability" and "entrepreneurship", the two pillars which focus more or less on the readiness of the individual to take action, they were strikingly hesitant concerning "adaptability" and "equal opportunities", the two pillars which basically depend on action from governments and business; prioritizing clearly among the measures and their effects over time (immediate or medium term); providing a quantification of budgetary resources allocated to the implementation of the different measures so as to allow an evaluation of the cost-effectiveness of their results; achieving the right balance between reinsertion of the excluded and prevention of long-term unemployment;
