Points out that one of the main goals of Euro-Mediterranean policy is to promote the rule of law, democracy, respect for human rights and political pluralism and considers, in this regard, that the Euro-Mediterranean partnership has not yet produced the expected results in the area of human rights; calls, therefore, on the Council and Commission to clearly enshrine the promotion of human rights and democracy in the objectives of this new initiative and to further strengthen the implementation of existing mechanisms, such as the human rights clause included in the association agreements (also involving the incorporation of a mechanism implementing this clause in the new generation of agreements), the ENP bilateral Action Plans and the new subcommittees on human rights; calls, furthermore, for the setting-up of a Euro-Mediterranean Court of Human Rights to give all the citizens of the countries which signed the Barcelona Declaration the possibility of lodging complaints concerning human rights violations;
6. rappelle qu'un des grands objectifs de la politique euroméditerranéenne consiste à promouvoir l'état de droit, la démocratie, le respect des droits de l'homme et le pluralisme politique et considère que le partenariat euroméditerranéen n'a pas atteint les résultats escomptés dans le domaine des droits de l'homme; demande par conséquent au Conseil et à la Commission d'inscrire clairement la promotion des droits de l'homme et de la démocratie dans les objectifs de la nouvelle initiative et de renforcer la mise en œuvre des mécanismes existants tels que la clause relative aux droits de l'homme des accords d'association et à mettre en place un mécanisme d'application de cette clause dans les accords de la nouvelle génération, les plans d'action bilatéraux PEV et les sous-commissions relatives aux droits de l'homme; demande en outre la mise sur pied d'une Cour euroméditerranéenne des droits de l'homme offrant aux citoyens des pays qui ont signé la déclaration de Barcelone la possibilité d'introduire une plainte en cas de violation des droits de l'homme;

Calls on the EU Troika to continue to discuss intensively, in the context of the dialogue, matters of concern such as the ratification of the UN International Covenant on Civil and Political Rights, reform of the criminal justice system, including the death penalty and the system of re-education through labour, freedom of expression, particularly on the internet, freedom of the press, freedom of conscience, thought and religion, the situation of minorities in Tibet and Xinjiang, the release of detainees following the events in Tiananmen Square, and workers’ and other social and economic rights; calls, furthermore, on the Council and the Commission to pay special attention to compliance with the ILO's conventions with regard, in particular, to independent trade unions and child labour ;

The petitioners call on Parliament to sign and implement a binding international agreement committing nations to reduce carbon emissions and set fair and clear targets to keep global average temperatures below a 2°C increase. Furthermore, in making this rightfully a national responsibility, the petitioners are calling on Parliament to implement climate justice and to assist internationally in mitigating the effects of climate change.
