Mr. Richard Harris: Again, I can understand the government members wanting to put this to bed as quickly as possible. However, Mr. Chairman, on almost every standing committee in this House that I've ever sat on, when an agency or a group of consultants were asked to deliver a report on a particular subject, I would say that 99 times out of 100, when the report was presented to the committee, there were representatives of the people who prepared the report, in the event that there would be questions arising out of the report.
