The revised Cohesion Fund Regulation (EC) No 1164/94 makes the granting of assistance from the Fund conditional on compliance with the macro-economic criterion of the public deficit, which may not exceed 3% of GDP.
Le Règlement du Fonds de cohésion n° (CE) 1164/94 révisé lie l'octroi de l'aide du Fonds de cohésion au respect du critère macro-économique de déficit public, qui ne doit pas dépasser la limite de 3 % du PIB.

Under the revised Regulation No (CE) 1164/94, the Commission and the beneficiary Member States both appraise and evaluate investment projects for which part-financing is requested from the Cohesion Fund, with a view to ensuring the effectiveness of Community aid.
Conformément aux dispositions du règlement n° (CE) 1164/94 révisé, la Commission et les Etats membres bénéficiaires réalisent l’appréciation et l’évaluation des projets d’investissement sollicitant un cofinancement au titre du Fonds de cohésion afin d’assurer l’efficacité de l’aide communautaire.

Article 19 of Council Regulation (EU, Euratom) No 1311/2013 provides that in the event of the adoption after 1 January 2014 of new rules or programmes under shared management for the Structural Funds, the Cohesion Fund, the European Agricultural Fund for Rural Development, the European Maritime and Fisheries Fund, the Asylum, Migration and Integration Fund and the Internal Security Fund, the multiannual financial framework is to be revised in order to transfer to subsequent years, in excess of the corresponding expenditure ceilings, allocations not used in 2014.

1. In the event of the adoption after 1 January 2014 of new rules or programmes under shared management for the Structural Funds, the Cohesion Fund, the European Agricultural Fund for Rural Development, the European Maritime and Fisheries Fund, the Asylum and Migration Fund and the Internal Security Fund, the MFF shall be revised in order to transfer to subsequent years, in excess of the corresponding expenditure ceilings, allocations not used in 2014.

Dans le cas de l'adoption après le 1er janvier 2014 de nouvelles règles ou de nouveaux programmes en gestion partagée concernant les Fonds structurels, le Fonds de cohésion, le Fonds européen agricole pour le développement rural, le Fonds européen pour les affaires maritimes et la pêche, le Fonds "Asile et migration" et le Fonds pour la sécurité intérieure, le cadre financier est révisé en vue du transfert aux années ultérieures, au-delà des plafonds correspondants de dépenses, des dotations non utilisées en 2014.

6. Urges the Commission, in addition to mobilising the European Union Solidarity Fund, to be open and flexible as regards negotiating with the relevant authorities the revision of the regional operational programmes Intervir+ (ERDF) and Rumos (ESF) and their French equivalents, as well as the section on Madeira of the Thematic Territorial Enhancement Operational Programme, which is financed by the Cohesion Fund; calls on the Commission to proceed with this revision as soon as possible and to analyse the possibility of increasing the Community cofinancing rate in 2010 for specific projects under the respective operational programmes in line with the rules and ceilings set out in Council Regulation (EC) No 1083/2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund, without calling into question the annual financial envelope allocated to the Member States in question;
6. invite instamment la Commission, en plus de mobiliser le Fonds de solidarité de l’Union européenne, à adopter une attitude ouverte et souple dans le cadre des négociations avec les autorités compétentes sur la révision des programmes opérationnels régionaux Intervir+ (FEDER) et Rumos (FSE) et de leurs équivalents français, ainsi que de la section relative à Madère figurant dans le Programme opérationnel thématique de valorisation du territoire, qui est financé par le Fonds de cohésion; demande à la Commission de procéder à cette révision dès que possible et d'examiner la possibilité d'augmenter, en 2010, le taux de cofinancement communautaire pour des projets spécifiques réalisés dans le cadre des programmes opérationnels respectifs, conformément aux règles et aux plafonds prévus par le règlement (CE) n ° 1083/2006 du Conseil portant dispositions générales sur le Fonds européen de développement régional, le Fonds social européen et le Fonds de cohésion, sans remettre en cause l' enveloppe annuelle allouée aux États membres concernés;

Advocates the idea that the Structural and Cohesion Funds should be involved in sustainable urban development, and welcomes the incorporation of the urban dimension into the Structural and Cohesion Funds; calls, nevertheless, on the Commission to ensure that intervention in towns and cities and urban agglomerations or areas is strengthened by comparison with that provided for in the current rules by clearly identifying the urban dimension in the framework of the strategic follow-up report (Articles 27 and 28 of the proposal for a Council Regulation laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund (COM(2004)0492)) and the establishment of monitoring; calls on the Commission to pay specific attention to the role of towns and cities in drawing up the reports on the impact of cohesion policy on the achievement of the revised goals of the Lisbon agenda;
13. défend l'idée que les Fonds structurels et de cohésion participent au développement urbain durable et se félicite de l'intégration de la dimension urbaine aux Fonds structurels et de cohésion; demande néanmoins à la Commission d'assurer que l'intervention dans les villes et les agglomérations ou zones urbaines se voit renforcée par rapport à celle prévue dans l'actuel règlement par une identification claire de la dimension urbaine dans le cadre du rapport de suivi stratégique (articles 27 et 28 de la proposition de règlement du Conseil sur le Fonds européen de développement régional, le Fonds social européen et le Fonds de cohésion (COM(2004)0492) et la mise en place d'un monitoring; invite la Commission à accorder une attention toute spécifique au rôle des villes dans l'établissement de leurs rapports sur les effets de la politique de cohésion sur la réalisation des objectifs de l'agenda de Lisbonne tels qu'ils ont été révisés;
